Job Responsibilities
  • Establishes and monitors accounting operations to ensure methods and procedures are carried out in accordance with generally accepted financial principles for healthcare facilities.
  • Provides management and direction over the fiscal, IT and support areas with proper goal setting, coaching, professional development, and evaluation of the accounting services, revenue cycle, information systems and material management leaders.
  • Develops and maintains effective cybersecurity, accounting and financial management systems which safeguard facility assets, provide monitoring system to control information technology resources, financial resources and provide appropriate financial planning.
  • Oversight of the Controller in the accurate and timely maintenance of the general ledger and all related activities including accounts payable as well as monthly and annual financial statements.
  • Investigates, evaluates, monitors and recommends areas and/or programs where cost containment could be accomplished or enhanced.
  • Monitors the status of physical assets of the facility; develops three-year capital budget projections and arranges for financing of capital purchases to ensure sound and ongoing capital improvement programs are maintained.
  • Directs the formulation of an annual operating budget which will reflect the goals and/or directives of the governing board. Ensures proper filing of the annual budget with the County Supervisors.
  • Coordinates forecasting activities and procedures within the facility and implements refinements to techniques in use.
  • Recommends fee schedules to the CEO which are appropriate considering government regulations, public relations, reimbursement strategies and the budgeting requirements.
  • Works with auditors in preparation, submission and review of annual audit and hospital cost reports.
  • Assists the CEO in formulating policies and procedures for fiscal planning and finance.
  • Provides valued input and guidance as a member of the Administrative Team (Officers), Operations Team (Directors), Leadership Team (Managers/Supervisors) and other committees and work groups.
  • Executes action steps to constantly improve operations and the care given to patients.
  • Directs the Information Technology department to ensure Hospital's IT infrastructure is robust and the security of the system meets or exceeds industry standards to ensure safe, effective and uninterrupted services to hospital and patients.
  • Informs the CEO, Board of Trustees, department heads and UnityPoint management of financial operation of the hospital; consults with UnityPoint finance personnel on hospital fiscal operations and any related issues. Chairs the Finance Committee.
  • Obtains proposals and makes recommendations on obtaining insurance coverage for the Hospital which includes General and Professional Liability, Cybersecurity, Property and Auto, Crime, Workmen's Compensation, and Directors and Officers coverage.
  • Designated Information Security Officers for the hospital. Oversight of policies to protect the Hospital's computer network and data from various forms of security breaches.
Administrative Management
  • Is forward thinking, creative, and innovative in developing new services and processes to improve both access to care and service to our patients.
  • Demonstrates business acumen in human resource management, strategic planning, and marketing decisions to enhance administrative decisions.
  • Evaluates outcomes and data in order to continuously improve financial, operational processes, procedures and systems.
  • Produces cogent and persuasive written materials and presentations, integrating data to address financial, health care and organizational issues.
  • Articulates views in a manner that promotes effective decision making, partnerships and cohesive working relationships amongst the health care team.
  • Provides oversight of reporting managers in their management of all personnel related matters.
  • Responsible for the administrative oversight of revenue cycle, information technology, materials management, accounting services and other departments as assigned.
  • Integrates appropriate technology to meet the needs of Clarke County Hospital and to enhance patient and staff safety.
  • As an officer of the Hospital, acts in appropriate capacity including being an authorized official for Medicare and other payer purposes, banking purposes and other similar roles.
  • Oversees data and statistical analysis and reporting as directed by CEO.
  • Performs other responsibilities as requested by CEO, including but not limited to, any special data gathering, financial analysis, and/or studies as assigned by CEO.
  • Performs functions other than described due to extenuating circumstances.
Cash Management
  • Monitors daily cash flow and manages the investment of excess funds in order to maximize the potential use of such funds.
  • Makes recommendations regarding hospital involvement in payor networks, and monitors strategies for access to care through inclusion in appropriate payor contracts.
  • Ensures adequate accounting practices are utilized relative to funds donated and that the funds are appropriately expended.
  • Develops, implements and monitors programs for investments which will maximize investment returns; manages availability of funds for retirement of long-term debt and other restricted purposes.
Compliance Oversight
  • Provides oversight of all contracts in accordance with Board of Trustee guidelines on contract review and approval; provides recommendations to CEO from a fiscal and compliance standpoint.
  • Oversees adequate internal controls in order to inhibit the misuse of hospital assets and/or ensure the accuracy of information.
  • Practice reflects knowledge of federal/state regulatory agencies guiding healthcare.
  • Keeps current with all government regulations affecting the facility's fiscal policies and procedures.
Basic Clarke County Hospital (CCH) Performance Criteria
  • Demonstrates Clarke County Hospital Standards of Behaviors as well as adheres to hospital policies and procedures and safety guidelines.
  • Demonstrates the knowledge that patient and workplace safety is a priority by preventing errors, accidents and infections and reporting potential or actual concerns immediately.
  • Demonstrates ability to meet business needs of division with regular, reliable attendance.
  • Employee maintains current licenses and/or certifications required for the position.
  • Practices and reflects knowledge of HIPAA, DIA, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
  • Completes all annual education and competency requirements within the calendar year.
  • Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.
Qualifications:

Education: Completion of a 4-year accounting degree. Preferred: CPA and/or MBA preferred.

Experience: Healthcare financial management. Preferred: 4+ years experience as leader of department(s)

License(s)/Certification(s): Valid driver's license when driving any vehicle for work-related reasons.

Knowledge/Skills:
  • Knowledge of accounting principles and general ledger.
  • Working knowledge of healthcare cost reimbursement.
  • Working knowledge of fundamentals of healthcare organizational and administrative standards.
  • Knowledge of personnel administration principles.
  • Effective communications, human relations and public relations skills.

Other: Use of usual and customary equipment used to perform essential functions of the position.
