Department Summary The UNT System Office of Finance leads the Controller, Treasury, Procurement, Budget & Planning Departments. These departments provide financial services to all campus constituents. This team provides timely and accurate financial reporting and provides reliable and meaningful information to both internal and external stakeholders. Position Overview The Chief Fiscal Administrator is a key executive role responsible for overseeing the financial health and operational efficiency of the UNT System. This position supervises the Treasury, Accounting, Budget and Financial Reporting departments, ensuring that these functions operate effectively and align with the university's strategic goals. The Chief Fiscal Administrator reports directly to the Deputy Chancellor/Chief Financial Officer and will work closely with other senior leaders to support the system's mission and provide financial insights and guidance. This role collaborates closely with the Deputy Chancellor to maintain fiscal integrity and sustainability. Minimum Qualifications Bachelor's degree in Finance, Accounting, Business Administration, Public Administration or a related field and 10 years of progressively responsible financial management experience, preferably in higher education, government, or a similarly complex environment, or any equivalent combination of experience, education or training. Knowledge, Skills and Abilities * Demonstrated expertise in treasury, accounting, and budget management. * Strong leadership and team management skills with a track record of building and developing high-performing teams. * Excellent analytical skills, strategic thinking, and problem-solving abilities. * Strong interpersonal and communication skills with the ability to collaborate effectively with diverse stakeholders. * Knowledge of financial software and systems relevant to higher education finance operations.   • Leadership and Management:
    • Provide strategic direction and oversight for the Treasury, Accounting, and Budget departments.
    • Develop and implement financial policies, procedures, and systems that enhance the financial stability and efficiency of the university.
    • Mentor, develop, and lead a high-performing team of finance professionals.
  • Treasury Management:
    • Oversee cash management, investments, and debt management to ensure the system's financial resources are effectively utilized.
    • Develop and manage relationships with financial institutions, rating agencies, and other financial partners.
    • Partner with campuses to plan liquidity and debt needs.
    • Partner with Strategic Infrastructure to guide capital improvement program funding.
  • Accounting Oversight:
    • Ensure the integrity of the university's financial records and compliance with accounting standards and regulations.
    • Oversee the preparation of accurate and timely financial statements and reports for the consolidated and UNT System Administration.
    • Implement and maintain robust internal controls to safeguard the university's assets.
  • Budget Administration:
    • Lead the development, implementation, and monitoring of the consolidated and UNT System Administration's annual operating and capital budgets.
    • Provide strategic analysis and financial modeling to support resource allocation and long-term financial planning.
    • Work with campuses to align budgetary resources, strategic priorities, tools, and processes.
  • Strategic Planning and Analysis:
    • Collaborate with senior leadership to support strategic planning initiatives and provide financial insights to inform decision-making, and grow the fiscal strength and agility of the system and its institutions.
    • Conduct financial analysis and forecasting to identify trends, opportunities, and risks.
  • Compliance and Reporting:
    • Ensure compliance with federal, state, and local financial regulations and reporting requirements.
    • Oversee finance-related audits and work with external auditors to ensure accurate and compliant financial reporting.
