The Director of Human Resources is responsible for overseeing the strategic goals and objectives of the Human Resources department as well as overseeing departmental operations in effort to adhere to organizational policies, procedures, and regulations. The Director provides consultation to senior leadership on strategic staffing plans, compensation, benefits, employee development, budget, and labor relations. The Director supports the mission, vision and core values of the County of Montgomery and the Department of Human Resources. The position reports to the Deputy Chief Operating Officer.
* Oversee the administration of human resources programs including, but not limited to, compensation, benefits, employee and labor relations, talent acquisition, performance and staff management, leave administration, training and organizational development.
* Report to the Commissioners, the Deputy Chief Operating Officer and senior leadership on issues regarding implementation of policies and procedures, safety of the workforce, recruitment and retention, employee and labor relations, legislative actions and other human resources matters.
* Maintain knowledge of best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; apply this knowledge to communicate changes in policy, practice, and resources to senior leadership and the organization; ensure all programs are up to date.
* Evaluate the effectiveness of HR policies, practices, and procedures; HR tools; and HR-related programs by analyzing HR metrics to ensure all needs are met; communicate findings to senior leadership or internal staff as needed.
* Ensure compliance with federal, state, and local laws, industry regulations and industry best practices; review and modify policies and practices to maintain compliance.
* Working in partnership with the Solicitor Office and the CFO, foster effective labor relationships, including negotiating and administering labor agreements in accordance with the executed collective bargaining agreements.
* Support the promotion of inclusion and equity in the workplace and reinforce the County's position as an equal opportunity employer. Collaborate with the Chief of Diversity, Equity & Inclusion on DEI initiatives such as policy development, organizational culture and programs.
* Partner with departmental peers to ensure that HR policies and procedures are followed organization-wide and in an equitable manner.
* Identify staffing and recruiting needs; develops and executes best practices for talent acquisition and management throughout an employees' life cycle (attraction, recruitment, on-boarding, retention, and separation). Collaborate with internal and external partners to fulfill needs in a timely manner.
* Analyze department budget on a regular basis; Develop and implement departmental budget on an annual basis.
* Working in partnership with benefit consultants, develop a benefit strategy to ensure the benefit offerings meet the need of the employees, are cost effective and competitive.
* Develop compensation programs to ensure wages remain competitive and programs are developed to promote recognition and professional growth of employees.
* Develop and maintain digital solutions to include a HRIS, Learning System, Benefit Administration and Talent Acquisitions. Partner with payroll on development of digital employee records.
Education and Credentials
* Bachelor's degree in human resources, business administration, or related field required, advanced degree preferred.
* PHR/SPHR and/or SHRM-CP/SHRM-SCP strongly preferred.
Experience and Skills
* Minimum of ten years HR management experience required. Minimum of three years of senior level HR experience required and executive level leadership experience preferred.
* Strong knowledge of federal, state and local labor laws, governmental and regulatory compliance requirements, HR principles and best practices, investigative practices, and conflict management practices. Experience working with Pennsylvania regulations strongly desired.
* Experience with HRIS implementation and optimization
