Job Description:

The City of Healdsburg operates under a Council-Manager form of government, comprised of five council members serving a four-year term as elected by community votes. The Council is the governing body of the City and is responsible for adopting the biennial budget. The City provides municipal services through nine (9) departments which include City Manager's Office, Community Services, Community Development, Finance, Fire, Housing, Police, Public Works, and Utilities.

The City of Healdsburg is recruiting for a dynamic and enthusiastic Chief Human Resources Officer! As a human resources team of two, the ideal candidate will thrive both as an individual contributor and as a strategic leader. As the CHRO, you will be responsible for shaping a thriving, inclusive workplace where employees feel valued.

About the CHRO position:

The responsibilities of the Chief Human Resources Officer include:

  • Plan, develop, organize, direct and oversee the activities of the Human Resources division within the City Manager's Office.
  • Coordinate Human Resources activities with other departments.
  • Provide highly complex professional assistance to the Assistant City Manager.
  • Supervise assigned professional, technical, and administrative support staff.
  • Develop, plan, and implement divisional goals and objectives; recommend, develop, and administer policies and procedures.
  • Prepare the Human Resources division budget; assist in budget implementation.
  • Provide guidance on sensitive, complex, and technical human resources matters.
  • Meet with union representatives and participate in negotiations.
  • Develop and manage the City's training and professional development program.
  • Analyze and recommend program enhancements to existing procedures.
  • Review and evaluate changes in Local, State, and Federal laws or regulations.
  • Represent the division and department to outside agencies and organizations.
  • Build and maintain positive working relationships with co-workers and the public.
  • Foster an environment that embraces diversity, integrity, trust, and respect.
  • Job Requirements

    Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

  • Experience: Five years of increasingly responsible experience in human resources management, including two years of supervisory responsibility.
  • Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in human resources, business administration, public administration, organizational development or a related field. A Master's degree is preferred.
  • License and Certificate: Possession of a valid California Class C Driver License may be required at the time of appointment. SHRM-CP Certification from SHRM (Society for Human Resource Management) or other professional Human Resource Certification is desirable.
