Overview POSITION SUMMARY : UMass Chan Medical School (UMass Chan) seeks a visionary and dynamic executive to serve as its next Chief Information Officer (CIO). This is a unique opportunity to help transform and grow a leading school of medicine through leveraging technology in support of the institution's strategic priorities. Consistently ranked in the top 10 percent of medical schools in primary care and one of the fastest growing research institutions in the country, UMass Chan is the Commonwealth of Massachusetts only public medical school. It maintains a strong commitment to public service, including the provision of health services to vulnerable populations. With more than $300 million per year in research funding, the UMass Chan research community has more than 3,600 faculty members which includes a Nobel laureate, a Lasker award recipient, seven National Academy members and four Howard Hughes Medical Institute investigators. Reporting to the Executive Vice Chancellor, Administration and Finance, the CIO will be responsible for the overall strategic planning, implementation, and management of information systems and technology across UMass Chan. The CIO will ensure that technology solutions align with the organizations goals and provide seamless integration between UMass Chan, UMass Memorial Health Care (UMMHC), and other academic partners. The CIO will develop and implementation an IT roadmap that align with the organization's goals; appropriate restructuring of IT resources, structure, and services; enhance the institution's analytics capabilities; collaborate with research informatics leaders to ensure a robust data and research infrastructure; continued advancement of the information security program; and, develop the IT governance structure to ensure the organization's ability to effectively prioritize new technology investments. The successful CIO will be an experienced and collaborative IT leader who is team oriented and comfortable building consensus across a highly complex, matrixed enterprise. The CIO will have strong communications skills and financial savvy and be able to develop and maintain strong working relationships with a diverse group of constituents. They will be knowledgeable about trends in technology supporting medical education and research. The CIO will be a servant leader who can lead change effectively. Responsibilities MAJOR RESPONSIBILITIES: Develop and execute a comprehensive IT strategy and roadmap that aligns with UMass Chans mission and strategic goals. Focus on enhancing internal processes, driving engagement with all university members, and positioning the organization as a leader in digital healthcare. Provide leadership in the planning and implementation of enterprise information systems to support research, teaching, and administrative operations. Continue the development of an IT organization with a strong customer service and problem-solving orientation with respect to all areas managed. Stated simply, a yes, and approach to leadership by the CIO and the team. Build and nurture a strong relationship within and outside the organization through effective leadership, proactive collaboration, and interpersonal skills. Serve as a trusted advisor to the leadership team and ensure high-quality IT support and services. Model a consistent commitment to UMass Chan's principles of diversity, equity and inclusion. Lead the development and adoption of strategies and processes for data management, analytics tools, and technology services. Promote the harmonization and accessibility of data across the organization to maximize its value. Collaborate with senior leadership to understand business needs and translate them into technology solutions that drive growth and efficiency. Develop strong relationships with the Chief Research Informatics Officer, Chief Research Computing Officer, and CIOs at partner organizations to enable the research and educational missions of UMass Chan. Participate in, and provide thought leadership for, large Enterprise Resource Planning initiatives. Ensure the reliability, security, and scalability of the company's technology systems and infrastructure. Oversee the planning, development, and implementation of IT infrastructure projects, including technology evaluations, acquisitions, and application development. Manage the implementation of IT services for new facilities, ensuring robust infrastructure for voice, data, wireless, audio-visual, and telecommunications systems. Support key departments and labs with tailored technology solutions, facilitating projects and addressing specific business needs. Develop and retain competitive, high-performing technology talent. Assess existing talent and organization structure, redeploying/re-skilling resources as necessary to focus on higher-value initiatives. Develop a strategy that enables the organization to build a diverse talent pipeline that ensures future success. Lead the development and implementation of strategies for data management and analytics tools to enhance data accessibility and value. Oversee data governance and ensure integrity, security, and compliance of information systems with institutional and regulatory standards. Coordinate and provide training on technology-based products and services, expanding the use of digital tools and web-based learning. Drive digital innovation and transformation initiatives that leverage emerging technologies to enhance business operations and competitive advantage. Identify and implement technology solutions that improve efficiency, productivity, and user experience. Contribute to the development of UMass Chans informatics curriculum and support the teaching community's technological needs. Optimize the use of operating and capital resources to ensure cost-effective IT operations. Develop sustainable budget models for IT initiatives and manage financial resources efficiently. Identify opportunities for technology upgrades, process improvements, and product evaluations to keep UMass Chan at the forefront of technological advancements. Facilitate vendor selection and technology demonstrations to ensure the organization stays ahead of emerging trends. Promote the expansion of services to public partners and foster a collaborative IT environment. Model a consistent commitment to UMass Chan's principles of diversity, equity and inclusion. Qualifications REQUIRED QUALIFICATIONS: Bachelor's degree required. Master's degree in information technology, computer science, or related field required or, equivalent experience may be considered. Ten-plus years of progressive management experience in IT within large, complex organizations, preferably in a highly matrixed healthcare or academic environment with distributed IT resources. Proven track record of strategic planning and leading IT initiatives that support organizational goals. Experience managing complex IT infrastructure and systems, including networks, data centers, and cybersecurity, including in areas where the leader does not have direct leadership with partner organizations. A breadth of knowledge and previous substantial leadership experience within the following core functions: IT Operations/End-Point Provisioning, Information Security & Compliance, Research Technology, Academic & Instructional Technology, IT Customer Service, Network & Telecommunications and other technology areas. Experience in the leadership (planning & implementation) of enterprise information systems to support teaching and administrative operations. Significant experience implementing new structures, systems and processes working across multiple stakeholders to secure buy-in and implement successful change. Demonstrated successful experience adopting new processes and systems using Lean, Six Sigma or other continuous improvement methods that drive digital innovation and transformation.
