The Commonwealth of Pennsylvania is seeking a dynamic and mission-driven Chief Information Officer (CIO) to lead the states Health and Human Services Delivery Center (HHS DC). HHS DC supports the largest and most critical agencies in the state, including the Departments of Health, Human Services, Drug and Alcohol Programs, Aging, and Military and Veterans Affairs. These programs serve 13 million Pennsylvanians and represent over half the States budget and a quarter of the states 80,000 employees. The ideal candidate will have a successful track record of leading digital transformation in complex stakeholder environments and is passionate about making government services simple and easy to use. The HHS CIO is a critical member of the State CIOs executive leadership team and will also play a key role in supporting the State CIOs mission, vision, and strategy. This is a high stakes leadership position with a significant opportunity for impact. The HHS DC CIO is expected to champion innovation for the Commonwealth and to be an effective driver of cultural and institutional transformation. A successful Delivery Center CIO will: Be relentlessly customer focused and champion the process and mindset shifts needed to transform Pennsylvania residents' experiences with government. Partner within and across the HHS agencies to shape new business strategies, align business activities and steer technology investments to maximize results. Lead with a commitment to designing systems and processes that prioritize user experience for all stakeholders, including employees and agency partners as well as residents. Provide focused leadership direction to key IT projects that impact top policy priorities and advise HHS Agency/Department heads on technology and delivery issues. This includes strategic management of vendor relationships and contracts, ensuring that external partners deliver high-quality services aligned with agency objectives. Improve the quality of IT services and infrastructure supporting agency employees and services, working in coordination with Enterprise IT to manage complexity and improve business agility and results. Employ emerging and reinforcing technologies wherever appropriate. Develop a robust IT workforce by fostering opportunities for professional growth, providing targeted training, and implementing KPIs to measure staff development. Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. More in-office days may be required depending on operational needs. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary: In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: Minimum of 10 years in IT management, with at least 5 years in a senior leadership role overseeing large-scale, or multi-agency IT operations. Bachelor's degree in Computer Science, Information Technology, or a related field. Additional Requirements: You must have proven experience in leading digital transformation initiatives, including modernization of legacy systems and implementation of innovative technologies with a demonstrated impact on initiatives exceeding $25M in budget and/or serving over 100,000 users. You must have the demonstrated ability to work effectively with diverse stakeholders, including policymakers, agency leaders, and external partners. You must have experience managing complex IT projects with a focus on policy priorities, vendor relationships, and delivering measurable outcomes. You must be familiar with federal and state IT regulations, including privacy and security standards. You must be able to perform essential job functions.
