Chief Learning and Performance Officer
The Executive Cabinet Leadership team is responsible for creating a performance culture that ensures a student-centered, equity-based and results-oriented system of schools to address the needs of the 21st Century learner, meets the expectations and vision of Henry County families, and aligns with the Board of Education's core beliefs and commitments to the community.
The Chief Learning, Performance, and Strategy Officer (CLPSO) leads the district's systems for teaching, learning, assessment, advanced learning, accelerated intervention, and student performance improvement for grades PreK - high school for all 52 schools. The CLPSO ensures the alignment of teaching and learning standards, resources for teachers, parents, and students, formative assessment, and instructional improvement plans aimed to eliminate the belief, opportunity, and achievement gaps in HCS. A part of this focus includes a clear instructional model for classrooms in Henry County and a clear performance impact framework for the district, leaders, and schools.
Essential Functions
* Serve as a key member of the Superintendent's executive leadership team, acting as a strategic leader and spokesperson on behalf of the Superintendent and Henry County Schools.
* Communicate with the Board on behalf of, and in coordination with, the Superintendent as appropriate.
* Positively and proactively participate in leadership meetings, representing the Superintendent and district priorities.
* Advise and lead the development and implementation of the district's instructional vision that incorporates a combination of evidenced-based practices, aligned standards, resources, and instruction, and comprehensive professional learning, in collaboration with Chief School Leadership Officer, focused on meeting the learning needs of every student in Henry County Schools.
* Drive the successful integration of evidence-based strategies to ensure the student performance growth and school climate success of all schools. As appropriate, design proofs-of-concept and evaluate effectiveness while preparing to scale effective models.
* Oversee the effectiveness of aligning teaching and learning processes to the state-adopted standards and align all district resources to the Henry Teaching & Learning Standards.
* Facilitate the district's identification, selection, and recommendation process for board-approved resources for teachers, students, and families.
* Design, implement, and evaluate the district's academic programs.
* Align the district's annual strategic priorities and long-range strategic plan across all departments, create a shared understanding of the role of reliable, replicable, and consistent processes for teaching, learning, and student performance improvement, and identify systemic gaps in intervention and acceleration.
* Partner with the Chief School Leadership Officer to design school-specific performance acceleration models that result in student performance improvement.
* Establish standards for district-wide performance and in coordination with the Chief School Leadership Officer, set standards for school performance as measured by local, state, and national student performance metrics.
* Create collaborative and effective communication channels between the board of education, district office, Assistant Superintendents, Principals, and families, and aim to resolve conflicts.
* Directly supervise a team of four Assistant Superintendents, ensuring that they effectively drive a culture of productivity, reliability, and aligned support structures that improve classroom instruction, student learning outcomes, and resources.
* Actively cultivate partnerships with early learning providers, higher education, and other business and community partners.
* Effectively partner with the Chief Family and Student Support Officer to ensure that instructional alignment exists between general education and special education, and that resources for special educators and students served in special education are coordinated.
* Lead the development of a performance impact framework for local schools that aligns to the Board of Education's core beliefs and commitments and motivates a performance culture of high expectations for all students.
* Collaborate and coordinate with the Chief Information Officer to set the district's strategy for, and approach to, instructional technology. Work closely with Chief Information Officer to design, implement, and lead all phases of the Henry Connects Portal.
* Work in collaboration with the Human Resources Division to identify, prepare, place, and retain great teachers.
* Work closely with the Chief School Leadership Officer and local leadership teams to develop, implement, and monitor Continuous School Improvement Plans (CSIP) that aim to improve student performance.
* Oversee the growth and development of early learning programming and foster community relationships to support Birth - 5 learning.
* Develop and/or maintain local policies and procedures to ensure a consistent academic foundation is present at each school.
* Drive continuous improvement in instruction by building teacher leaders.
* Serve as the District's liaison to the Georgia Department of Education on Accountability and Teaching & Learning matters.
* Lead the District's preparation and improvement plan for all metrics aligned to the State of Georgia's Accountability Model.
* Prepare for and attend all meetings and trainings of the Board of Education.

Knowledge, Skills, and Abilities
* Bachelor's degree required; Master's degree preferred. Georgia Leadership certification, preferred.
* Prior building-level and/or district office administrative experience, required.
* Minimum of five years of administrative/supervisory experience, required.
* Knowledge of public education and driving improvement in student achievement.
* Using quantitative and qualitative information in an instructional setting to drive decision-making and evaluation.
* Strong strategic planning and organizational skills.
* Familiarity with systems thinking and the ability to analyze organizational situations from structural, human capital, political, and cultural perspectives.
* Analyze complex situations and synthesize information carefully to develop an effective course of action.
* Communicate tactfully, appropriately, and effectively with individuals and groups, including the Board of Education, Superintendent, Executive Cabinet team, the Board Attorney, district staff, local school staff, and the community.
* Exhibit a consistent sense of urgency around improving student performance, closing the achievement gap, and making the instructional improvements needed to do so.

* Must perform tasks involving prolonged periods of standing, walking, and sitting. Some kneeling required.
* May be required to perform routine physical activities such as bending and lifting/pushing/pulling up to 50 pounds.
* Vision, hearing, written, and verbal communications are essential factors in performing required tasks.
Accountability
The Chief will be held to accountability measures mutually identified and agreed upon with the Superintendent.
