Working Title: CHIEF LEGAL COUNSEL - 64080698

This position serves as the Chief Legal Counsel and Ethics Officer for the Agency. This position is responsible for providing legal services to the Department as assigned by the General Counsel; serving as Counsel to the Office of the Inspector General, the Bureau of Personnel and Human Resources Management, and the Equal Opportunity Section; and serving as the Ethics Officer for the Department.

Legal services include, but are not limited to:

  • Serves as principal legal counsel for the assigned headquarters activities and programs. Plans, organizes, directs, and implements legal functions for the assigned headquarters activities and programs.
  • Preparation of written legal opinions interpreting and providing guidance on the Department's compliance with federal and state statutes, administrative rules, and court decisions with respect to the incumbent's areas of responsibility.
  • Consults with and provides advice to staff of the Department on a variety of complex legal issues with respect to the incumbent's areas of responsibility.
  • Reviewing, consulting with the program, and updating all policies and procedures applicable to the incumbent's areas of responsibility for legal implications, including the policy's relationship to federal and state law.
  • Defends the Department in disciplinary actions taken against employees before the Public Employee Relations Commission and coordinates representation with the Division of Risk Management.
  • Supervises and coordinates the Department's public records and risk management positions. Performs other duties as required by the General Counsel.
  • Knowledge, skills and abilities required for the position:

    • Knowledge of Microsoft Office software, knowledge of civil and administrative proceedings and procedures, ability to communicate effectively verbally and in writing.
    • Ability to analyze facts and apply law in order to provide sound legal guidance.
    • Ability to protect and maintain the confidentiality of legally protected and sensitive information.
    • Ability to maintain the highest level of ethics and professionalism.
    • Ability to communicate effectively and concisely.
    • Superior verbal and written communication skills.
    • Ability to recognize and anticipate problems and risks, gather information, and proactively make recommendations, facilitate problem solving, and escalate issues when appropriate.
    • Ability to exercise initiative and manage multiple projects and tasks simultaneously while paying close attention to detail.

    • Ability to plan, organize, coordinate, and timely complete work assignments.
    • Ability to weigh the relative costs and benefits of a potential action.

    • Ability to research and summarize complex topics using a variety of resources.

    Licensure/registration/certification requirements:

    Law degree (J.D.) and five years of professional experience in the practice of law. Must be a member of the Florida Bar in good standing.
