Job Description:
Minimum Qualifications:15 years of law enforcement/investigative field experience in a major metropolitan police department or law enforcement agency, of which at least six years must have been in a leadership level (command) and have included staffing, budgeting and policy-making responsibilities. In addition, candidates must have served as a supervisor in an investigative unit and demonstrated the ability to effectively supervise multiple investigations in a variety of disciplines. Candidates must also have experience with the following: supervision of allegations of abuse and neglect of vulnerable persons; creation and/or development of investigative staff; use of statistical analysis and mapping to determine crime trends, patterns and series; and the development of action plans designed to reduce and/or prevent crimes.NOTE: All candidates must reside in New York State at the time of appointment and must have current NYS basic course for police officer certification.Duties Description:Under the direction of the Deputy Director for Incident Management and Investigations, the Chief of Investigations duties will include, but are not limited to, the following:Plan, organize and direct the activities of the Office of Investigations.Confer with the Special Prosecutor/Inspector General and his/her staff, in the formation of investigative policy and procedures.Confer with managers from other State Agencies and Police Departments regarding mutual problems of jurisdiction and procedure.Direct investigations of the more difficult, sensitive, and complex cases, as needed.Supervise lower level managers, supervisors, and investigators.Review and approve the more complex investigative reports.Plan and direct training of personnel.Prepare oral and written reports, correspondence and memoranda, as well as special reports and studies.Ensure quality control functions are in place in regard to investigation case management.Establish and maintain relationships with law enforcement agencies, state agencies investigative offices, the Inspector General's Office and other entities as appropriate.#LI-DNIAdditional Comments:Established in 2013 by the Protection with Special Needs Act; The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction across six State Oversight Agencies.
