Minimum Qualifications Candidates must have:
* A minimum of 12 years of leadership experience within a local, state, bi-state or federal law enforcement agency, including 10 years of experience as a uniformed Police Officer of command rank.
* A minimum of 5 years of leadership experience in directing and managing confidential and sensitive complex, long-term investigations into labor racketeering and organized crime in the Port of New York, including theft, illegal gambling, loan sharking, extortion and drug trafficking and other waterfront practices, including possible violations of the Waterfront Commission Act (WCA).
* Extensive experience in directing and managing investigations into WCA-prohibited association with organized crime figures and career criminals, and significant familiarity with the WCA and New York State criminal law and procedure.
* Extensive experience and demonstrated proficiency in leading long-term investigations utilizing undercover operations, physical and electronic surveillance and managing confidential informants.
* Strong background in delivering decisive leadership, and a strong commitment to public safety.
* Demonstrated ability to work with all internal levels within a given organization, including the NYWC.
* Demonstrated ability to communicate and interact well with state and federal law enforcement agencies.
* Established contacts within the law enforcement community in the State of New York.
* Bachelor's degree with major course work in police science, police administration, law enforcement, management, or related disciplines.
* Candidates must be a United States citizen and possess a valid driver's license.

* Candidates must be of good moral character and have not committed incidents involving perjury or false statement.

Duties Description The NYWC Chief of Police has overall authority of the agency's Police Division. The Chief is the final authority in all matters of policy, operations and discipline, answering to the Commissioner and Executive Director & General Counsel. Responsibilities included, but are not limited to:
* Accountable for overseeing all investigations conducted by unit members.
* Accountable for leading joint efforts with other local, state and federal law enforcement authorities on all investigative matters.
* Develop, administer and enforce rules and regulations and policy for the control, efficiency, disposition, function and discipline of the Division and its officers and employees pursuant to NYWC authority.
* Prescribe the internal organization of the Division and the duties of all subordinates and assistants.
* Assign functions, powers and duties to officers and employees of the Division.
* Ensure the Division is in compliance with all applicable state and federal laws, guidelines, policies and procedures as they pertain to sworn law enforcement authority.
* Ensure the cooperation of all Division members with other NYWC divisions.
* Responsible for all funds entrusted to the Division, including forfeiture funds received from other agencies as well as Division disbursements.
* Ensure that the police authority entrusted in all sworn Division officers is administered fairly, judiciously and within both the letter and spirit of the law.
* All other duties as may be assigned by the Executive Director & General Counsel.
Additional Comments The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing, regulatory and investigative powers. The NYWC's mission is to investigate, deter, combat and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state and local law enforcement partners in complex criminal investigations pertaining to labor racketeering and organized crime. It conducts disciplinary hearings before administrative law judges to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.
