Chief of Staff
30% 1. Serves as Chief of Staff to the Secretary of the Department of Early Childhood:
* Acts as a policy-making official.
* Formulates and implements policy for the management of the agency which has a statewide impact.
* Participates in planning and programming agency activities mandated by legislation, regulation, and/or the Secretary.
* Acts authoritatively on policy making issues impacting agency management and statewide agency operations.
* Establishes policies utilized in development, implementation and maintenance of programs.
* Confers with the Secretary and administrative/senior staff on feasibility of recommended policies.
* Promotes and facilitates effective communication and collaboration across the Department.
* Confers with the Secretary and senior leadership team to develop and effectuate Departmental priorities.
* Assists in developing and establishing policies, standards, and procedures for all major administrative and programmatic activities of the Department.
* Primarily responsible for Legislative Affairs and Communications work units.
20% 2. Provides major administrative input into planning for current and future Departmental initiatives and direction for operations:
* Consults with the Secretary on overall integration and coordination of programs to resolve administrative problems, improve access and services, and results in agency improvement.
* Develops policy and recommends solutions as a result of feedback from end users, audit findings or changes mandated by legislation, rules and regulations, state, and federal laws, and/or the Secretary.
* Interprets new legislation and administrative policies and problems.
* Confers with the Secretary and administrative/senior staff on feasibility of recommended policies.
* Continually monitors Department operations to ensure Department programs and activities consistently reflect Department policies and remain aligned with the Department's strategic goals and objectives.
10% 3. Serves as full line supervisor:
* Manages and supports direct reports in the management of the agency operations, including programs.
* Responsible for supporting effective project management of direct reports.
* Assigns and reviews work.
* Provides guidance and training to assigned staff.
* Counsels staff regarding work performance.
* Reassigns staff to meet day-to-day operating needs.
* Establishes annual goals and objectives.
* Approves time off.
* Adjusts first level grievances.
* Effectively recommends and imposes discipline, up to and including discharge.
* Prepares and signs performance evaluations.
* Determines and recommends staffing needs for the agency as a whole.
20% 4. Serves as primary resource person and liaison between the Secretary, Assistant Secretary, and administrators/senior staff with the Governor's Office, and other State Agencies and constitutional officers:
* Coordinates daily operations of the Department.
* Serves a primary point of contact for all issues directed to the Secretary.
* Determines those to be referred to other staff for disposition or requiring further study.
* Makes recommendations to the Secretary on communications.
* Handles issues of a highly, sensitive, confidential and/or volatile nature on behalf of the Secretary.
10% 5. Serves as a member of the Secretary's Executive/Senior Staff:
* Participates in Department-level policy discussions.
* Works directly with top administrative staff.
* Gathers and provides information to the Secretary for review.
* Directs staff in review and analysis of departmental programs to assure policy objectives are met.
5% 6. Represents the Secretary at various Department, public and private meetings with authority to make decisions which commit the Department resources and staff to specific courses of action.
5% 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four years of college.
* Requires four years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications (In Order of Significance)
* Three (3) years of professional experience serving as a section head or equivalent for a government agency, entity providing government oversight or similar organization.
* Three (3) years of professional experience developing and implementing policies and procedures.
* Three (3) years of professional experience supervising professional staff.
* Professional experience representing a program area or organization with public establishments, service providers, legislators, regulatory agencies, and the public.
* Ability to clearly communicate ideas, methods, and principles, both verbally and in writing.
* Ability to develop, implement and evaluate new and revised methods, procedures and performance standards.
* Ability to exercise judgement and discretion in developing, implementing and interpreting departmental policies and procedures.
* Ability to develop and maintain cooperative working relationships.
CONDITIONS OF EMPLOYMENT

2. Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
