SALARY RANGE: $99,053.00 - $163,237.00 ANNUALLY

BACKGROUND CHECK: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION: All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

POSITION OVERVIEW

The Baltimore City Department of Transportation (DOT) is hiring a Chief of Traffic. DOT is responsible for the planning, design, building and maintenance of 2,000 miles of roadways, 7 miles of interstate highways, 298 bridges and culverts, 3,600 miles of sidewalks, curbing and gutters, 456 miles of alleys, 72,000 streetlights, 1,300 signalized intersections, and 250,000 traffic and informational signs within the City of Baltimore. Mayor Brandon Scott has prioritized the implementation of Complete Streets. Accordingly, all Departmental activities will be focused on re-envisioning and altering public rights of way to better serve all neighborhoods and to ensure equitable investment across the City. Additionally, DOT leadership coordinates regularly with the Maryland Department of Transportation on transit supportive infrastructure and service and on state and federal funding for roadway and bridge projects within the City of Baltimore.

ESSENTIAL FUNCTIONS

The Chief of the Traffic Operations Division will lead a team of engineers, managers, superintendents, and technicians to:

  • Authorize and oversee installation and maintenance of Traffic Control Devices including signs and pavement markings.
  • Operate and maintain the city's 1,350 traffic signals.
  • Manage Special Events.
  • Ensure development and/or review of traffic management/control plans in a timely manner to facilitate MOT permitting and project execution.
  • Coordinate with other departments on traffic analysis and mitigation related to planning studies and construction projects; collect data to assist with traffic studies.
  • Work with multi-disciplinary design teams for roadway improvement projects, ITS projects, transportation safety projects, bicycle and pedestrian projects, and other transportation-related projects.
  • Recruit, hire, and coach staff and oversee consultant resources.
  • Conduct traffic policy research to write and update Standard Operating Procedures.
  • Develop goals and strategies to meet organizational goals and objectives.
  • Perform facility management.
  • Attend and complete training on the latest traffic control practices and technologies and leadership.
  • Create and maintain tasks timelines and ensure on-time deliveries to address backlog.
  • Oversee preventative maintenance checks on changeable message signs, controller cabinets, fiber optic hub cabinets, optical transmitting equipment, and closed-circuit television system. Perform repairs to light emitting changeable message signs.
  • Coordinate with law enforcement and emergency responders during incidents that affect the normal flow of traffic.
  • Desired Skills and Experience:

    EDUCATION: Have a master's degree from an accredited college or university.

    AND

    EXPERIENCE: Have five (5) years of experience managing engineering projects as a licensed professional engineer, certification as a Professional Traffic Operations Engineer, and a minimum of three years directly supervising senior engineers, junior engineers and engineering technicians.

    Consideration may be given to a combination of experience and/or education. This position reports directly to the Deputy Director and will have frequent contact with the Director of Transportation, the Mayor's Office, and members of City Council. This is a benefited, at-will position serving at the pleasure of the Director of Transportation. Relocation expenses not covered.
