Overview

The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.

Posting Summary

Rutgers, The State University of New Jersey, is seeking a Chief Operating Engineer for the Newark Central Heating Plant. Reporting to the Associate Director of Plants, this position serves as the department's Chief Operating Engineer, relating to the planning, design, and operation of all University utility equipment and distribution.

Key Duties
  • Oversees the delivery of all utility operations services - 24/7 (Central Heat Plant), including heating, cooling, ventilation, electricity, water, sewer gas, air quality, and distilled water.
  • Ensures campus equipment compliance with DEP air permit requirements.
  • Assumes managerial responsibility in decision making, procedures, planning, and policy subsets impacting projects.
  • Coordinates and manages mechanical and technical projects from inception to completion.
  • Leads a project team through all phases of a project, interfacing with various university service providers to deliver comprehensive projects on time and within budget.
Minimum Qualifications
  • Bachelor's degree in engineering or related field, or an equivalent combination of education and/or experience.
  • A minimum of five (5) years' experience in the operation and maintenance of a central heating plant, including high-pressure steam boilers, high temperature hot water generators, and electrical switchgear.
Certifications/Licenses
  • Requires New Jersey Class B UST System Operator.
  • Must have a New Jersey Gold Seal operating engineering license.
  • A New Jersey Red Seal operating engineer license can qualify for this position for a one-year timeframe to obtain a Gold Seal license.
Required Knowledge, Skills, and Abilities
  • Supervisory experience and strong interpersonal and organizational skills.
  • Familiarity with computerized maintenance management systems and knowledge of building codes.
  • Excellent communication and computer skills.
  • Experience in maintenance asset management.
Preferred Qualifications
  • Knowledge of Honeywell Building Energy Management Systems preferred.
  • 10 years' experience in the operation and maintenance of a central heating plant.
