Job Description

Purpose:

The Chief Operating Officer (COO) is responsible for the overall efficient operations of South Brooklyn Health. The COO actively participates in developing the organization's strategy and is responsible for successful implementation of goals including but not limited to timeliness of care, patient throughput, patient and staff satisfaction and programmatic growth. The COO provides both direct and indirect leadership for the organization ensuring clinical and operational efficiency to meet the needs of the patients, providers, community and staff. The COO has direct oversight for all clinical ancillary and support services within the hospital. The COO acts in the absence of the Chief Executive Officer (CEO).

Specific Duties and Responsibilities:

The Chief Operating Officer is charged with and responsible for:

  • Collaborate with subsidiary entities of the health system, building strong relationships with counterparts and colleagues across the H+H system
  • Represent the hospital with professionalism and integrity
  • Foster effective collaboration and teamwork across departments and disciplines with a focus on achievement of shared goals
  • Interface and communicate with staff and physicians at all levels, ensuring a common understanding of the organization's performance and goals
  • Applies the standard improvement approach of evaluation, prioritization, development of goals and targets, implementation of standard work and ongoing measurement
  • Create and foster a culture of performance improvement and staff engagement
  • Ensures compliance with external regulatory bodies as well as internal policies and procedures
  • Provides coaching and direction to staff, leadership and providers

The COO Partners with Chief Nursing Officer (CNO), Chief Medical Officer (CMO), Chief Financial Officer (CFO), Chief Quality Officer (CQO), and Chief Human Resources Officer (CHRO) to:

Quality, Safety and Patient Experience

  • Evaluate performance across key quality and safety indicators and identify opportunities and priorities for improvements in clinical care. This includes but is not limited to:
  • CMS core measures
  • Patient Safety Indicators (PSI)
  • Nursing quality indicators
  • Reputational scores
  • Complaints and grievances
  • Adverse events
  • Implement strategies to improve care processes across the clinical care delivery spectrum
  • Evaluate performance on Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) and develop and implement a strategy for sustainable improvement of the patient experience that includes ongoing measurement of results

Finance and Efficiency

  • Assess opportunities for improvement in operational efficiency across the organization. These should include but are not limited to:
  • Ambulatory patient throughput
  • Length of stay (LOS)
  • ED efficiency
  • OR efficiency
  • Develop initiatives to improve revenue in the inpatient and ambulatory settings
  • Implement fiscally responsible agendas that drive financial sustainability
  • Develop value-based initiatives to manage expense while ensuring high quality of care delivery such as:
  • Staffing efficiency and overtime management
  • Utilization of inpatient tests and procedures
  • Materials management and product standardization

Strategy and Growth

  • Participate in the development of an overall multi-year strategic and implementation plan for the facility. Ensure accountability of all leaders for successful implementation.
  • Identify high impact areas for growth and implement effective strategies to achieve goals. This should include both creating capacity for high demand services as well as new programs.
Minimum Qualifications

1. A Masters Degree from an accredited college or university with a specialization in Hospital Administration, Business Administration, Public Health, Hospital Health Care, Medical Administration or a related program; and, 2. Six years of full-time, paid experience in high-level responsible business administration, human resources administration, public administration or an equivalent field, or as an Assistant Hospital Administrator in a position of direct responsibility for total operations or major parts thereof in a hospital setting including substantial exposure in meeting community needs; or, 3. A satisfactory equivalent combination of education, experience and training; and, 4. Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures.
