Salary Range: $110,111.00 – $261,089.00

**THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $223,677**

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the city receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services.

The New York City Administration for Children's Services (ACS) Division of Child Protection (DCP) has an outstanding opportunity for a Chief Operating Officer (COO) with senior level operational management experience and a proven track record of creative problem-solving and change management leadership. The COO will report directly to the Deputy Commissioner for DCP and will be responsible for strengthening and managing programmatic operations and practice, including support services, management, and staff.

Key Responsibilities:
  • Work directly with the Deputy Commissioner to develop and coordinate strategic action plans for improved service delivery to children and families.
  • Oversee all DCP strategies and system improvements, which includes the development, administration, communication, and coordination of comprehensive organizational capacity-building strategies.
  • Maintain a firm understanding of all federal, state, and city policies and trends impacting the field of Child Protection.
  • Modernize and effectively communicate an appropriate and integrated system of policies, procedures and processes for supporting staff in quality child protection case practice.
  • Lead DCP Emergency Children's Services, Quality Assurance, Family Team Conferencing, and Child Welfare Support Services.
  • Coordinate appropriately with OCFS and other NYC, state, and federal oversight.
  • Champion appropriate and effective internal management controls as needed for efficient accountability; engage internal and external audits.
  • Collaborate with the DCP leadership team to maintain and improve the operational infrastructure of contracts, systems, and processes, to meet DCP goals effectively and efficiently.
  • Implement the organization's strategy/mission statement, with effective communication and transfer of learning to all levels within the organization; implement appropriate recognition and coaching practices to align organizational behavior with organizational goals.
  • Work with Deputy Commissioner of DCP to develop strategies to strengthen staff capacity on every level within DCP's workforce, considering staffing and labor market trends.
  • Champion all aspects of Quality Assurance and Total Quality Management principles and strategies in DCP.
  • Drive intra-divisional communication and data-sharing to foster awareness and effective decision-making for children and families.
  • Collaborate with ACS Divisions of Preventive Services, Division of Family Permanency Services, Division of Youth and Family Justice, and Division of Policy Planning and Measurement, in developing, implementing, and monitoring short- and long-term projects.
  • Liaise closely with the Division of Financial Services to monitor and manage DCP's overall budgetary needs, allocations, and constraints.
  • Champion and steer the development and dissemination of internal and public-facing messaging and publications, including quarterly and annual reports and updates, public informational materials, training curricula, progress reports, programmatic proposals, and strategic plans.
  • Establish and monitor organizational performance and development goals; assign accountabilities; set objectives; establish priorities; and monitor and evaluate results.
Minimum Qualifications:
  • A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.
  • Education and/or experience equivalent to 1 above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
  • Preferred Qualifications:
    • Record of proven managerial or supervisory accomplishments in child protection or a closely related human service field.
    • Master of Social Work degree or Master's degree in a related discipline.
    • Excellent communications skills.
    • Knowledge of the NY State Connections comprehensive case management system, or other automated child welfare system.
    • Familiarity working with NYC's diverse communities.
    • Experience and ability to step into an existing unit and assume all responsibility quickly.
    • Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this position.
