Position Overview:

Leadership and Management

A crucial member of the Executive and Leadership Teams who provides strategic leadership, programmatic oversight and development, innovation, quality assurance, and supports strategic growth of the agency. This position requires a self-motivated, experienced leader who is responsible for the continuous development and management of Familylinks' programs in terms of process efficiency, ensuring top-tier quality service delivery, financial success and exceptional customer experience. The COO will also be expected to design, implement and continuously invigorate a systematic approach to integrated service delivery during and between strategic growth cycles. Additionally, this incredible process builder will use his/her expertise to ensure an atmosphere of continuous readiness that leads to success in all regulatory areas as well as revenue cycle support. The Chief Operating Officer acts as an integrator inside and outside of Familylinks to help design the organization's strategic direction and execute its strategic plan -- including program and service development, new business line assessment and service line profitability, all in alignment with the organizational mission and vision. The position reports to the CEO and supervises the Program/Division Directors, the functions of Compliance and Quality and ancillary departments, as assigned.

Direct reports: Director of Youth and Family Services, Director of Service Coordination Unit, Director of Behavioral Health, Director of Autism and Clinical Services, Director of Compliance and Quality

Closely Aligned with: Director of Aging Services; Director of Business Development

Assignments

* Provide strategic management of agency programs in accordance with established fiscal thresholds and quality improvement processes. This includes establishing and continuously enhancing systems and processes for data management, medical records, billing, service reporting, program outcomes, utilization, scheduling, authorizations, and case management as well as other agency identified areas.

* In alignment with the strategic plan's direction, source and explore areas of opportunity that will create new programs or add to existing programs including the ability to network with external sources to develop mutually beneficial relationships to expand and extend agency programs and operations.

* Offer innovative approaches to conquer human services challenges that involve multiple systems of care. Model those approaches with acute stakeholder knowledge and develop a fiscally desirable solution for all parties.

* Establish policies and procedures that result in the efficient achievement of all program standards and objectives.

* Analyze and interpret data that allow for opportunity for organizational pivot, when needed.

* Provide executive leadership for legal, compliance and regulatory issues that arise within the agency.

* Within the financial process and parameters, manage the development, execution and monitoring of the annual program-operating budgets to support a positive organizational margin.

* Assume an active role in due diligence review of merger acquisition opportunities.

* With input from directors and managers, continually develop and implement plans to improve organizational culture, staff and program quality.

* Ensure compliance with all regulatory, licensing and accreditation requirements.

* Support various committees of the Board of Directors as assigned.

General Supervision

* Approve all timecards, time off requests and expense reports in a timely fashion (24 hour turnaround)

* Responsible for personnel management, competency development, and coaching of staff

General Assignments

* Record time and attendance via Human Resources Information Systems and Timekeeping system as applicable

* Attend meetings/training as requested/required

* Other duties as assigned

* Maintain client and family confidentiality and adhere to HIPPA laws and internal policies and procedures?

Education & Qualifications

* Minimum of a Master's Degree in Business or a Human Services related discipline, with relevant operations experience in an organization with multiple service lines.

* Previous COO experience preferred.

* Five years of progressively relevant administrative leadership experience where programs and division operating results were a primary responsibility and success is measurable.

* Working knowledge with relevant regulatory and governing bodies, Managed Care and Private Sector mandates and service utilization requirements.

* Working knowledge of the Health Insurance Portability and Accountability Act (HIPAA) as well as corollary state law(s).

* Experience establishing KPIs and other organizational metrics.

* Must have proven team leadership, the ability to supervise others and produce results, and work effectively in a team setting.

* Proficiency with Microsoft Outlook, computer/laptop, tablet and cell phone required

* Proficiency with Microsoft Office Suite, preferred

* Must have a valid drivers' license and access to a vehicle as traveling to various locations mainly throughout the state of Pennsylvania including some overnight trips on occasion to attend meetings, represent Familylinks or meet with staff.

* Prioritize time and energy based on the needs of the programs, in a continuously changing environment.

* Insist on prioritizing and developing staff to ensure an exceptional work environment for everyone.

* Motivate an atmosphere of achievement through supportive interpersonal relationships, collaboration, facilitation, delegation, inclusion and involvement at all levels of the organization, and in the community.

* Servant leadership style with a special interest and passion for program development through systems thinking, revenue enhancement, contract formulation and execution, and grant procurement

* Ability to look broadly across the organization, establish priorities and streamline processes.

* Excellent oral and written communication skills are required for presentations to both internal and external groups, committees, the board, and other designated entities.

Working Conditions

* Based out of the main administrative building in a confidential office setting.

* Ability to lift and carry up to ten (10) pounds of files and small office
