Position Summary: The Chief Operations Officer (COO) oversees the day-to-day administrative and operational functions for various programs and activities of the Damien Center, including ensuring cross-functional effectiveness, cohesive operations across multiple buildings, and strategic program growth. Oversight will include patient experience, insurance enrollment, dental operations, case management, outreach activities, social enterprise management, and other programs. The position helps eliminate inequality within the agency and to those we serve. The COO helps adhere to state and federal accreditations and achieve goals established in the agency's comprehensive quality improvement plan. Develops and oversees business operations strategy and income maximization in tandem with the President & CEO. Manages operational budgets, various grant expenditures and outcomes, expansion goals, and compliance to policies and procedures. Improves and maximizes operations, income, and growth for HIV and infectious disease care, primary care, dental care, case management, and Damien Pharmacy. Evaluates and improves the patient experience and the integration of services from other departments. Possesses excellent business acumen, strategic thinking, interpersonal and relationship building skills, and strong work ethic. Duties and Responsibilities: Develops a strong vision and strategic direction with the President & CEO to maximize revenue, operations, and outcomes for both clinical and non-clinical programs including medical, dental, pharmacy, case management, and other services as established. Maintains and improves cross functional operations across multiple buildings, enhancing safety, technology, program implementation, and care to better service clients and patients. Ensure the integration of diversity, equity, and inclusion strategies across programs and operations, seeking advice and insights from diverse voices including race, ethnicity, gender diversity, and other groups served by Damien Center. In collaboration with the pharmacy team, establishes best-practice business operations for Damien Pharmacy, including efficient pharmacy operations, clinical pharmacy services, 340B compliance, and strategies that generate revenue and assure patients can afford and secure their medications. Oversees the development and implementation of a new dental practice including dentist, dental support staff, office management, and revenue generation. Develops strategies to maximize revenue from pharmacy sales, revenue cycle, 340B income, and other revenue sources directly associated with medical, dental, and pharmacy services. Oversees the patient/client intake process, retention in care, and ongoing case management for various specialized populations including individuals living with HIV and Hepatitis C, engaging in PrEP care, seeking primary care, enrolling in gender affirming care, and other populations seeking a safe and welcoming place for care. Evaluates the effectiveness of business operations, including productivity and efficiency, and develops processes for improvement in collaboration with the quality/compliance team. Effectively establishes and meets outcomes for various clinical and non-clinical programs and completes process improvement strategies as identified. Analyzes and interprets data and metrics to create reports for the board of directors and CEO that highlights trends and proposes enhancements based on those trends. Leads the implementation of strategic goals and objectives, including the assessment for and implementation of specialty care opportunities. Oversees the creation and implementation of organizational policies and procedures to effectively achieve compliance with all regulatory agencies and accrediting bodies. Manages the budget and grant compliance for various programs. Evaluates market trends and identify new business for programs across the agency in conjunction with the CEO. Facilitates ongoing operational meetings and participates in taskforces and committees as identified by the CEO. Maintains a strong working knowledge of HIV disease process and treatments, LGBTQ unique needs, primary care practices, case management, and behavioral health management. Develops strong relationships with collaborating external partners or potential partners, including other HIV programs, medical providers, and funders as appropriate. Represents Damien Center at various public meetings, providing updates and information as appropriate. Assists in triaging patient and client complaints and other emerging issues. Leads various growth and expansion efforts as identified in the strategic plan or the CEO. Education and/or Experience: Must have five or more years of experience in a leadership role within the nonprofit sector, or a Community Health Center, or similar experience. Knowledge in nonprofit leadership, clinic operations, pharmacy, 340B, or revenue cycle preferred. Bachelor's degree required and master's strongly preferred. Knowledge of HIV and STI infection and treatment preferred. Experience working with diverse populations, including individuals with HIV/AIDS preferred. Experience with Medicare/Medicaid and commercial insurance preferred. Bilingual in Spanish/English preferred. Work or lived experience may substitute for education requirements on a case-by-case basis. Knowledge, Skills, and Abilities: Possess superior organizational and administrative skills. Excellent interpersonal and communication abilities. Excellent computer skills in a Microsoft Windows environment. Ability to work independently and achieve high standards of productivity, achieving deadlines and with superior product results. Strong calendaring, organizational, and document management skills required. Proactive approach to solving problems and communicating to leadership. Knowledge of office management systems, procedures, and office equipment required. Excellent time management skills and ability to prioritize work.
