Position Summary
The Chief Operations Officer (COO) provides leadership to the non-clinician clinical staff, in accordance with Heartland Health Services' (HHS) mission, strategic goals, federal and state laws and regulations, performance and outcome objectives, and accreditation standards.
Essential Functions
* Oversee the operations of the organization to meet business goals and projections.
* Directly oversees the Clinical Sites, Services, Digital Programs, Patient Access, and any future clinical roles as assigned.
* Ensures the operational goals align with financial and clinical outcomes.
* Oversees the execution of clinical projects and strategic planning.
* Assists and supports the CMO with development and distribution of HHS-wide guidance for clinical staff and clinicians.
* Works closely with CEO and CMO to determine future site openings and or consolidation of sites and strategically evaluates and analyzes start up operational needs for all current and future locations.
* Complies in full with the Infection and Exposure Control Plan.
* Measure and report on operational performance and develop plans to improve relevant key performance indicators.
* Gathers and analyzes data for various reports (i.e., Patient Centered Medical Home PCMH, Board of Director reports, patient access performance etc.).
* Assists with clinician productivity assessments and no-show strategies and data tracking.
* Ability to write justifications and business cases for new staffing models and/or business models to ensure the most effective and efficient clinical support teams operations.
* Oversees CLIA lab waived testing and licensure.
* Participates in clinical task forces and/or internal committee meetings (quality, EHR, etc.)
* Oversees vaccine programs.
* Assists with handling complex patient complaints and works as a core team member to implement initiatives designed to improve patient access and satisfaction.
* Clinic management, develops, maintains, and updates clinic policies, procedures, protocols, standing orders, etc. that maximize patient-centered communication and services.
* Coordinates PCMH activities at all sites, including assisting with the maintenance of PCMH recognition at HHS locations.
* Maintains professional affiliations, enhances professional development, and serves on any external committee to keep current in the latest health care trends and issues.
* Collaborates and communicates with community partners (for example, shelters, local hospitals, etc.)
* Provides daily leadership, reflecting the adopted mission and core values of HHS.
* Interviews, hires, and supervises permanent and temporary employees, in conjunction with the Human Resources Department.
* Oversees the education and training of clinical staff on quality improvement and compliance activities related to clinic organizations.
* Ensures clinic compliance with all applicable federal, state, local, and HHS rules, regulations, protocols, and procedures governing the clinical provision of medical services as well as those relating to, but not limited to, workplace safety, public health, and confidentiality.
* Is involved in continuous quality improvement efforts designed to improve patient outcomes and implements changes that promote the best clinical care.
* Attends staff meetings, department meetings, in-services, seminars, and any other meetings as required.
Requirements
Job Qualifications
* Master's (Required): Master's in Business Administration, Management, Public Health, or related areas.
* Familiarity with the operational procedures at all levels of the organization
* Hold eight to ten years of industry experience in leadership positions.
* A minimum of three years supervisory experience in a multi-clinic setting or an ambulatory clinical setting.
* FQHC experience a plus
* Strong analytical and data-driven mindset that translates into leadership skills.
* Strong interpersonal skills necessary to interact with providers, employees, patients, and any outside entities.
* Microsoft Word and Excel knowledge.
* Electronic Health Records (EHR) experience required.
* Non-profit experience a plus
* Ability to communicate vision to board of directors, other C-level officers, and company employees.
* Ability to inspire employees to live up to their potential and optimize their productivity.
* Ability to be flexible with their work schedule.
* Ability to adapt to fact changing environments.
* Ability to solve problems and develop tactics for overall clinical improvement.
Optional/Preferred:
* Certified/experienced in a clinical discipline, including but not limited to: RN, CMA, laboratory, respiratory, radiology, etc.
