Job Summary

The Chief Procurement Officer has the ultimate responsibility for overseeing and managing the procurement, purchasing, and contract administration functions for the Massachusetts Bay Transportation Authority (MBTA). They will be responsible for establishing goals, ensuring compliance with procurement policies and regulations, auditing procurements and contracts, and providing leadership and direction to improve problem areas and achieve goals.

Duties & Responsibilities
  • Direct and oversee procurement, purchasing, and contract administration functions for the MBTA.
  • Establish goals for procurement and contract administration functions.
  • Review and ensure compliance of all procurements with accepted procurement policies and regulations.
  • Audit procurements and contracts to ensure compliance with laws, regulations, policies, and procedures.
  • Provide leadership and direction to departmental personnel to improve problem areas and achieve established goals.
  • Interface with and assist other MBTA departments in obtaining professional and personal services.
  • Constantly explore new sources, products, materials, processes, and ideas.
  • Monitor departmental operations to ensure procurement sources deliver quality, quantity, and price within specified timeframes.
  • Administer the development and implementation of advanced technologies to enhance department capabilities.
  • Provide training and professional development for procurement and contract administration across the Authority.
  • Establish, implement, and monitor budget activities for the department.
  • Furnish timely information to the General Manager, Senior Staff, and Board of Directors as necessary.
  • Develop and implement short and long-range planning for the departments.
  • Respond to inquiries from customers, vendors, and co-workers in a courteous and professional manner.
  • Establish an effective interface between management, employees, and union representatives.
  • Uphold the rights and interests of the Authority while maintaining an effective relationship with employees.
  • Ensure adherence to rules, regulations, collective bargaining agreements, and policies of the Authority.
  • Perform all other duties and projects that may be assigned.
Supervision
  • Manages team of thirty (30) plus consisting of managers and professionals in vendor and contract management, strategic sourcing, and procurement.
Minimum Requirements & Qualifications
  • Bachelor's Degree from an accredited institute in Business, Accounting, Public Administration, or a related field.
  • Twelve (12) years of progressively responsible experience in public procurement.
  • Ten (10) years of people management experience and/or authority-wide large scale program/project management experience.
  • Experience in a supervisory capacity with direct leadership over a professional staff.
  • Effective organizational, analytical, multi-tasking, time management, and interpersonal skills.
  • Proficiency in Word, Excel, PowerPoint, Peoplesoft, and/or Database applications.
  • Ability to pass background screenings, medical requirements, and drug and alcohol screening.
  • Ability to handle sensitive and confidential information.
  • Excellent customer service, conflict resolution, written and verbal communication, presentation, and speaking skills.
  • Availability to work 24/7.
  • Ability to supervise and work effectively with a diverse workforce.
Substitutions Include
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
  • Certification from an accredited procurement program such as National Contracts Management Association or National Institute of Government Purchasing.
  • Master's Degree from an accredited institute in Business, Accounting, Public Administration, or a related field.

  • Ability to work effectively independently and as part of a team (or supervise, if required).

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if recent graduate), including overall employment, job performance, discipline, and safety records.
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and/or locations assigned, directed, or necessary for this position, including up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
