The Department of Military and Veterans Affairs (DMVA), Division of Administrative Services is recruiting for a Chief Revenue Officer! This position is in the Supervisors bargaining unit (SU) at a range 20. What you will be doing: The Chief Revenue Officer is responsible for ensuring compliance with federal and state laws related to the reporting, billing, and collection processes of State of Alaska contracts and grants, while also supervising and providing technical guidance to professional accountants and technicians. This role encompasses the financial management of the DMVA's revenue accounting for multiple Federal Cooperative Agreement Programs and grants, overseeing substantial annual federal revenue earnings exceeding 20 million dollars across various divisions. Who we are looking for: In addition to the minimum qualifications, the ideal candidate will possess the following competencies:
  • Accounting Operations: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
  • Grants Management Laws, Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Team Building: Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals.

  • Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.
