    The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Chief Strategic Innovation Officer (Program Manager IV). In this pivotal role, you will spearhead initiatives within Support Services to advance the Department's Strategic Plan, enhance cross-divisional communication, and implement new initiatives that support youth success. Your strong analytical skills and attention to detail will drive data-informed decision-making and improve outcomes, while your ability to inspire and motivate staff will foster collaboration and productivity.

    Some key responsibilities of this position may include, but are not limited to:

  • Leading Collaborative Meetings - chairing meetings with key Support Unit Heads and agency staff to develop and implement a comprehensive working plan for the Strategic Plan, overseeing project progress and responding to requests from executive managers.
  • Strategic Partnership Development - collaborating with the Executive Team to create, monitor, and adjust work plans and Key Performance Indicators aligned with the agency's Strategic Plan.
  • Ensuring Informed Decision-Making - developing, maintaining, and presenting detailed briefings to executive staff and directors, meticulously organizing all essential information for informed decision-making.
  • Fostering Inclusive Engagement - coordinating efforts with other Departments, impacted youth and families, and staff to ensure the seamless implementation of the strategic plan, actively engaging stakeholders.
  • Setting and Achieving Goals - establishing short- and long-term implementation goals and performance metrics, creating procedures and training methodologies to empower staff in driving strategic objectives.
  • Building Interagency Relationships - representing the department as a liaison with managers and officials of other agencies regarding program activities and initiatives.
  • Raising Program Awareness - promoting the program through engagement with interested groups and the general public to raise awareness and support for the Department's initiatives.
  • Maximizing Organizational Impact - developing organizational structures, roles, and responsibilities that maximize capacity and impact across the agency.
  • This position is eligible to work a hybrid telework schedule and does require some travel.

    MINIMUM QUALIFICATIONS

    Education: Bachelor's degree in Public Administration, Social Work, Criminal Justice, or a related field.

    Experience: Five (5) years of progressively responsible experience in program management, strategic planning, or related fields, with a focus on juvenile justice or social services.

    DESIRED OR PREFERRED QUALIFICATIONS

    The preferred candidate for this position may possess any of the following:

  • Experience leading or spearheading successful strategic initiatives in a public or nonprofit setting, resulting in measurable improvements.
  • Experience in project management or possession of relevant certification/training (e.g., PMP, Lean Six Sigma, or equivalent).
  • Experience in developing and implementing innovative programs that improve youth outcomes.
  • Knowledge of and/or experience with evidence-based and/or promising practices in juvenile justice and/or behavioral health systems.
  • Knowledge of and/or experience with juvenile justice policy and regulations.
  • Knowledge of and/or experience with advocacy groups and research organizations.
