Bachelor's degree and eight years of progressively responsible professional experience* with engineering, law, program development, or business backgrounds, including at a policy making and managerial level. Specifically, this must include experience in the review, analysis, development, or implementation of programs or policies related to one or more specialty program areas, which include renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data. This experience must include at least three years in a managerial** capacity. Preferred candidates' experience will include at least five years of experience with transportation electrification and/or grid modernization and a master's degree or higher in a relevant subject area.Ideal candidates will have the ability to quickly develop proposed utility program designs, support strategic initiatives with leadership across multiple state agencies, engage with subject matter experts representing stakeholders, and balance the diverse set of stakeholder needs while advancing the transportation electrification and grid modernization markets in New York.*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience. **Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employee supervisors, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resource actions, and participating in long-range planning for the program.Duties Description The Special Assistant, NS-M5, functioning as the Chief, Transportation and Grid Modernization, will manage the Transportation Electrification and Grid Modernization initiatives and Staff teams in the Clean Energy & Markets Section of the Office of Markets and Innovation and, under supervision of senior staff, will perform duties that include, but are not limited to:•Managing the overall initiatives and Staff teams on a day-to-day basis, coordinating with other DPS offices and New York State (NYS) agencies.•Mentoring and aiding in the development of junior staff to further cultivate subject matter expertise in this area.•Planning, convening, and moderating technical conferences and stakeholder meetings. •Developing internal and external presentations during public meetings, facilitating discussions amongst subject matter experts (SMEs), and translating working group findings into policy/program design recommendations. •Performing industry research and identifying best practices from existing NYS programs and utility programs outside of NYS.•Developing financial models and market studies that will establish program targets and budgets. •Bringing program designs through the State Administrative Procedures Act (SAPA) rule making process, drafting proposals, reviewing stakeholder feedback, and drafting final orders.•Developing and making recommendations to the Public Service Commission (PSC or Commission) regarding the requirement of communications protocols and other technical standards for electric vehicle charging stations and other customer facing technologies deployed through ratepayer funded programs.•Providing oversight and engagement in the design and implementation of programs administered by the New York State Energy Research and Development Authority (NYSERDA), including current and future Innovations and Research priorities and funding in the Grid Modernization and Transportation chapters, and the ongoing oversight of the NY Clean Transportation Prizes.•Participating actively in cross-agency initiatives that impact transportation electrification and grid modernization which includes Climate Leadership and Community Protection Act (CLCPA) agency teams for transportation, grid modernization, disadvantaged communities, the use of the Volkswagen (VW) settlement funds administered by the Department of Environmental Conservation (DEC), the development and implementation of vehicle air quality regulations by the DEC, State-wide research such as the Clean Transportation Roadmap analyzing pathways to meet the Green House Gas (GHG) targets of the CLCPA, the master planning process for the NYS Transit Authorities, evaluating the Long Island Electric Vehicle (EV) Programs, responding to and pursuing Federal funding opportunities, and the implementation of the National Electric Vehicle Infrastructure (NEVI) program in the Federal Infrastructure Investment and Jobs Act.•Drafting and editing proposals, memorandum of understanding (MOU), and program design.•Overseeing major consulting efforts in support of transportation electrification and grid modernization, which includes the development of request for proposal drafts, serving on evaluation committees, managing consultants and making recommendations to the Commission that balance the numerous and complex issues in the transportation electrification and grid modernization fields.•Serving as, or overseeing, an ombudsperson to school districts and other public entities to assist with the process of fleet electrification with the utilities.Additional Comments Salary will be commensurate with experience. The primary location for this position is either Albany or New York City, New York with at least 10% travel, which may vary depending on location. If the position is filled in the New York City location, the salary range above would increase by the Downstate Adjustment of $3,400. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
