Job OpportunitiesReporting directly to the Director of Parks, Recreation & Tourism, and under minimal supervision, the Child Day Care Coordinator position is a highly visible role that requires a combination of education, experience, and abilities necessary to organize, implement, and supervisea comprehensive after-school child care program, before-school program, summer day care program, and special events and activities for elementary age youth. The Coordinator will also coordinate the use of school facilities for such programs at various sites throughout the County in conjunction with school officials and the Louisa County Parks, Recreation & Tourism Department.He/she will establish and maintain sound public relations between school staff, program staff, parents, participants, and the Department by demonstrating a comprehensive understanding of the principles and ideals of recreation and child care in a public setting, along with an in-depth knowledge of the basic methods and techniques of organizing and scheduling child day care activities and staff. He/she will be responsible for the overall supervision of approximately 40 part-time staff.Essential Functions of the Position:Recruits, trains, supervises, and evaluates child care assistants, program supervisors, instructors, and other part-time and volunteer recreational personnel.Maintains all necessary records for preparing annual and special reports.Performs fiscal and budget functions necessary to assist in the preparation of the budget and overseeing expenditures and revenue as they relate to recreational programs.Responsible for the development and organization of County-sponsored recreational programming including KidzQuest Before School Program, KidzQuest After School Program, KidzQuest Summer Day Care Program, Pre-School Program, Summer Camp, field trips, seasonal activities, and special event programs for elementary age youth.Meets with part-time Child Care Program staff and schedules appropriate training.Determines the needs of the programs and facilities, and recommends necessary action to meet program objectives.Works cooperatively with school administrators in cultivating a harmonious relationship with the shared use of facilities for recreational programs.Provides new and innovative programming ideas to meet the diverse needs and interests of a progressive population.Assists with coordinating and supervising all Parks, Recreation & Tourism special functions and assists with supervising school dances.Purchases supplies for programs and special activities as needed.Visits Child Care Program sites on a weekly basis.Responsible for collecting Child Care payments from program sites, ensuring that all money is accounted for by maintaining student account records and ensuring that child care payments are made in a timely manner.Researches and maintains a current knowledge of recreation trends, child care, and safety mandates relative to the department's recreational programs and reports relevant information to the Director of Parks, Recreation & Tourism.Assists in the research, promotion, and development of new recreational facilities within the County.Performs outreach and marketing functions for all programs by creating and producing promotional materials for programs and events, including the Leisure Times Brochure, as well as writing articles, using social media outlets, designing flyers, and other promotional material about programs and informing businesses, community groups, and others about available programs in a timely fashion.Maintains a current knowledge of department operations relative to the department's mission statement.Works and communicates effectively with office staff to ensure teamwork.Additional Functions:Answers telephones, prepares memorandums and correspondence, and produces promotional materials for upcoming programs and events.Responsible for assuring that part-time staffing payroll is submitted accurately and timely to the department's Office Manager.Coordinates with LCPS transportation department to secure buses and drivers for travel to and from scheduled special events.Required Skills, Knowledge and Abilities:A thorough knowledge and understanding of management principles and practices, departmental administrative and program practices, and County policies and procedures, along with a proven and comprehensive knowledge of the basic methods and techniques of the day-to-day operations of child care coordination activities and staff.Knowledge of business and management principles involved in the planning, directing, leadership approaches, production methods, and coordination of people and resources, and creativity in program design and marketing.Demonstrated ability to interpret, apply, and manage others on administrative and program policies and procedures; train others, provide guidance and leadership to others.Knowledge of budgetary practices, accounting, record management procedures, and payroll practices.Must have a proven ability to maintain professional ethics and confidentiality.Demonstrated ability to communicate effectively, both orally and in writing, along with excellent customer service skills, to deal with a broad spectrum of individuals, both in person and over the telephone.Must be able to demonstrate sound organizational, analytical, and problem-solving skills, effective listening skills, and the ability to understand and follow directions.The ability to exercise sound professional and personal judgment, discretion, tact, and resourcefulness and make independent decisions in accordance with established policies and procedures when problem-solving.Must be able to establish and maintain effective, successful, professional working relationships with applicants and recipients, other public and private agencies, associates, and the public in a positive and tactful manner under sometimes stressful and sensitive situations to resolve issues tactfully and diplomatically.Ability to accurately maintain complex records and prepare reports from such records.Ability to compose and prepare effective correspondence.Computer skills required to operate a personal computer and the associated office and departmental software and technology to establish and maintain accurate and complete records, and to access, manipulate, and verify data.Mathematical skills required to calculate percentages, formulas, and averages to solve mathematical problems and make mathematical computations with accuracy.Knowledge of best practices of office procedures, English, grammar, and punctuation.Skill in typing along with the ability to read, spell, proofread, file alphabetically, numerically, and chronologically.Ability to write clear and concise specifications. Creativity, with keen attention to detail, is essential.Requires regular attendance and adherence to County policies and procedures regarding tardiness, absences, and requesting time off from work.Education, Experience and Training:A minimum of a High School Diploma with 5 years of relevant work experience; Bachelor's degree from an accredited college or university with major course work in recreation/leisure services or related field and 2 years of experience in organized recreational programs preferred; or any combination of education, experience, and training that demonstrates the knowledge, skills, and abilities to perform the essential functions of the position.Working Conditions:Environmental: Work is typically performed in an indoor/outdoor setting. The department is currently open to the public Monday through Friday from 8:30 a.m. until 5:00 p.m. This position will require a flexible schedule to accommodate the needs of the Department and the County to include evening, weekend, and occasional holiday hours.Physical Effort: Light to moderate work, exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.Hazards: Employee is subject to both inside and outside conditions: activities occur inside and outside in approximately equal amounts.Special Conditions or Requirements:Must be willing to submit to a criminal background and Motor Vehicles check.Must consent to drug testing consistent with Louisa County's Drug-Free Workplace Policy.Must possess a valid Driver's License.Must maintain a driving record consistent with insurance industry standards in order to drive a County vehicle.Twelve (12) month probationary period.Disclaimer:This information is of a general nature and is not intended to be a comprehensive description of each and every duty.
