Education / Experience / Licenses & Certifications:
- Bachelor's degree from an accredited college or university with major coursework in civil or structural engineering or a related field.
- Eight years of increasingly responsible professional civil engineering experience, including.
- Three years in a management or supervisory capacity.
- Possession of a valid California Driver's License, to be maintained throughout employment.
- Possession of a valid registration as a Professional Engineer (PE) issued by the State of California, to be maintained throughout employment.
Skills/Abilities
- Plans, manages, and oversees the daily functions, operations, and activities of Engineering and Inspection related functions of Public Works including Land Development, Capital Improvement Projects, Transportation Planning, Transit Services, Traffic Engineering, Special Projects, and Inspection Services; supervises, coordinates, and reviews public works engineering activities; determines project scope; reviews plans of private contractors; makes technical engineering decisions.
- Participates in the development, implementation, and monitoring of long-term goals, plans, and objectives, as well as policies, procedures, and priorities for assigned engineering functions.
- Participates in the development, administration, and oversight of operating and capital outlay budgets; determines funding needed for staffing, equipment, materials, and supplies.
- Participates in the selection of, trains, directs, motivates, and evaluates assigned personnel.
- Prepares plans, profiles, and cross sections of all street improvements.
- Collaborates with developers, engineering staff, contractors, architects, and consultants to evaluate, negotiate, and resolve construction, engineering, and compliance issues.
- Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; coordinates the development of and recommends approval of City Council agenda reports.
- Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies.
- Attends and participates in professional group meetings, conferences, and continuing education.
- Attends regional transportation meetings; represents the City and the Public Works Department at regional technical committees.
- Analyzes and interprets new and proposed legislation and changes in technology that may affect programs and operations.
