What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems.

What you will do at Harris County Public Library:

Under general supervision, the Citizenship Compliance Manager will lead the accreditation process, serving as a Citizenship program expert, developing and executing strategic growth plans, collaborating with community partners, and enhancing program offerings. Individuals in this role will be responsible for managing resources and training staff to support the Harris County Public Library's mission of inclusivity and diversity.

Duties & Responsibilities:
  • Develops a strategy to grow and monitor HCPL Citizenship program services for the immigrant community. In addition, creates and implements a plan for achieving and maintaining accreditation with CLINIC COIL (Comprehensive Overview of Immigration Law) and related training programs.
  • Serves as a Citizenship program expert by developing strategic knowledge and partner connections, researching and incorporating best practices, engaging with stakeholders for feedback, identifying and addressing program gaps, and managing resources effectively.
  • Works closely with project specialists and program coordinators to expand Citizenship program offerings in Harris County by developing tailored programs for immigrant families.
  • Remains updated on trends and best practices; regularly reviews and improves program offerings with staff.
  • Provides regular program documentation and progress reports to stakeholders, continuously assesses program effectiveness, and utilizes data to optimize community impact.
  • Attends regular meetings to develop professional skills through training.
  • Provides training and support to staff involved in the Citizenship program.
  • Other duties as assigned.

Education:
  • Bachelor's degree in business administration, business management, public administration, public relations, political science, communications, or related field from an accredited college or university.
Experience:
  • Five (5) years of verifiable experience developing and managing projects, contracts, or programs of organization performance and initiatives.
Additional Requirements:
  • Unofficial copies of transcripts are required along with the application.
Knowledge, Skills & Abilities:
  • Proficient in MS Office Suite.
  • Knowledge of best practices for accreditation and program development, with a focus on social services and health-related programs.
  • Proficient in management principles, program planning, budgeting, coordination, and evaluation.
  • Excellent communication, public speaking, and research skills, with a strong ability to analyze and implement improvement strategies.
  • Skilled in fostering teamwork, using discretion, and maintaining confidentiality in diverse environments.
  • Ability to plan, organize work, and oversee others while establishing effective working relationships and fostering teamwork in diverse environments.
  • Ability to implement proper record-keeping techniques.

Position Type and Typical Hours of Work:
  • Full-Time | Regular 40 hours a week.
  • The typical work hours are Monday - Friday from 8 AM to 5 PM, operating on a hybrid schedule. Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Salary:
  • $40.86 Per Hour
  • Paid Biweekly

This position is grant-funded and authorized until September 30, 2025. This position will adhere to the grant-funded guidelines and is contingent upon continued grant funding.

Work Environment and Physical Demands:

  • This job typically operates in a professional office environment with overhead lighting and long periods of screen time.
  • Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell).
  • Daily use of software programs, including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
  • At times, work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.
  • Driving: Available and reliable transportation for work-related duties.
  • Sitting for long periods; light physical activity that may include walking, standing, stooping, bending, reaching, lifting, and carrying.
  • Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds.
