Specifications are not intended to reflect all duties performed within the job.SUMMARY DESCRIPTIONUnder general administrative direction, plan, organize, direct, manage, and oversee the activities and operations of the City Engineer functions including plan and design specifications for a variety of City projects such as the development,organization, and implementation of City capital improvement projects; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and complex administrative support to the City Manager.DISTINGUISHING CHARACTERISTICSThis is the top level management classification for the position which has responsibility for managing and directing the services and functions of the Office of the City Engineer, as well as serving as the primary engineering advisor for the City Council, City Manager, and City staff.REPORTS TOCity Manager or designee.CLASSIFICATION SUPERVISEDStaff assigned to the Engineering Department. Examples of Duties REPRESENTATIVE DUTIESThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume full management responsibility for all City Engineer services and activities including the development, management, and oversight of City capital improvement projects and the general management of City projects.Manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly.Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; and direct and implement changes.Plan, direct, and coordinate, through subordinate level staff, the Engineering Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures and; meet with key staff to identify and resolve problems.Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; oversee the Disadvantaged Business Enterprise Program and work with employees to correct deficiencies and implement discipline and termination procedures.Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures; and implement budgetary adjustments as appropriate and necessary.Manage grant funding; provide Resident Engineer services on grant projects.Oversee construction work under City contract and private construction of public improvements and resolve construction claims and conflicts.Analyze and assess the impact of pending legislation which may impact City engineering functions.Research data and provide consultation to engineers, contractors, and City management staff; develop and propose solutions to complex engineering and/or community development problems.Approve final Subdivision and Parcel Maps; approve plans and specifications for engineering and construction projects.Oversee traffic and radar speed studies.Perform specialized studies and analysis and prepare reports and complete utility ratestudies and analysis.Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence; manage contracts and negotiate development conditions with developers and engineers; and plan regional transportation systems.Represent the Engineering Department to other departments, contractors, community groups, attorneys, elected officials, and outside agencies and coordinate assigned activities with those of other departments and outside agencies and organizations.Explain, justify, and defend department programs, policies, and activities and negotiate and resolve sensitive and controversial issues.Oversee and participate on a variety of boards, commissions, and committees.Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering and incorporate new developments as appropriate.Perform related duties as required. Typical Qualifications QUALIFICATIONSThe following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.Knowledge of:Operations, services, and activities of a comprehensive engineering program.Advanced principles and practices of public and engineering administration.Advanced principles and practices of capital improvement projects, planning, development, and administration.Methods and techniques of inspection.Principles and practices of municipal budget preparation and administration.Theory, principles, and practices of civil engineering and their application to the design and preparation of engineering specifications and construction of public works facilities, including road, bridges, drainage systems, airports, and water and wastewater facilities.Construction methods, materials, and equipment.Contract development and administration.Principles of engineering management, supervision, training and employee evaluation.Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.Pertinent Federal, State, and local laws, codes, and regulations.Ability to:Manage and direct a comprehensive engineering program.Develop and administer departmental goals, objectives, and procedures.Analyze and assess programs, policies, and operational needs and make appropriate adjustments.Identify and respond to sensitive community and organizational issues, concerns, and needs.Plan, organize, direct, and coordinate the work of lower level staff.Delegate authority and responsibility.Select, supervise, train, and evaluate staff.Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.Research, analyze, and evaluate new service delivery methods and techniques.Consult City elected officials, management, and staff on engineering issues.Plan, organize, and manage the City Engineer functions of the City Master Plans.Develop and administer City capital improvement projects.Develop and administer grants.Plan and oversee project scheduling, completion, and acceptance (at design and construction stages).Perform a wide scope of the most professional engineering work in the preparation of plans, designs, and specifications for public works and City facility development, construction, and maintenance.Prepare a variety of engineering reports.Conduct engineering reviews of designs, plans, and specifications prepared by others.Gather, organize, analyze, and present a variety of technical engineering and statistical data.Perform construction project administration, ensuring compliance with plans, specifications, and contracts.Effectively represent the City Engineering Department in contacts with the public, other City staff, and other government agencies.Operate office equipment including computers and supporting word processing, spreadsheet, anddatabase applications.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:A Bachelor's degree from an accredited college or university with major course work in civil engineering, public administration or related field.Experience:Eight years of increasingly responsible engineering experience including three years of management and administrative responsibility. License or Certificate:Possession of an appropriate California Driver License.Possession of current registration as a professional civil engineer in California.Registered Civil Engineer certification to include surveying or Civil Engineer and Land. Surveyor registration to meet Subdivision Map Act requirements, desirable at time of appointment.
