Salary: $91,436.80 - $137,155.00

DEFINITION: Under general supervision of the Public Works Director, performs complex professional, analytical work requiring considerable independent judgment in providing office and engineering support in plan review and field engineering support for environmental, water, wastewater, streets and drainage, and other utility projects and programs ensuring technical competence and compliance with all current codes and criteria. Performs related work as directed.

ESSENTIAL FUNCTIONS (Not all-inclusive): Plans, directs, and coordinates the design and inspection of construction projects to ensure compliance with engineering plans, City code, and other regulations. Directs the review of project reports, engineering plans, construction specifications, and contract documents prepared by in-house staff and outside consultants. Coordinates implementation of capital improvement projects and ensures projects are on schedule. Drafts modifies and reviews agreements for utility operations, including utility service, territorial, consultant, development, and utility relocation agreements. Performs design and specification criteria, construction engineering inspections, dispute resolution, and monitoring contract budgets. Assists in preparing requests for proposals and bid documents related to the construction of roadways, bridges, right-of-way permits, buildings and infrastructure. Responsible for developing and updating engineering standards for water, wastewater, etc. Permits Capital Improvement Projects. Renew Wastewater operating permits and Consumptive Use Permits. Must be familiar with regulations relating to permits. Assist the Utility Director in planning for future capital expenditures, budget preparation, and expenditures for the Utility Department. Represents the City in meetings and correspondence with public officials, citizens, and regulatory agencies. Prepares or reviews reports, agreements, ordinances, and resolutions and prepares comments and recommendations for various actions. Provides engineering services, permitting and technical review for project concepts, plans, and specifications; reviews and monitors project progress. Maintains cognizance of regulations, laws, and rules concerning issues affecting areas of responsibility and modifies/updates policies and procedures accordingly. Provides input in the development of short and long-range plans; gathers interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed. Provides professional advice to supervisors; make presentations to supervisors, boards, commissions, civic groups and the general public. Provides input to facilitate efficient day-to-day operations. Evaluates impacts on utilities due to annexations/road projects, etc., and conveys utility concerns to other departments and government agencies. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Prepares a variety of studies, reports, and related information for decision-making purposes.

MINIMUM QUALIFICATIONS: Minimum Bachelor's degree in Civil Engineering or related field, supplemented by 2-5 years of previous experience and/or training that includes design, construction, and permitting experience. This position also requires experience with fiscal, operations, and personnel responsibilities or an equivalent combination of education, training, and experience. Florida Professional Engineer license required.

LICENSES/CERTIFICATIONS: Must possess and maintain Florida Registered Engineer (PE) certification or the ability to obtain registration within six (6) months of employment. Must possess and maintain a valid Florida Driver's License.
