The Citywide Agency Chief Contracting Officer (ACCO) effectively manages and oversees all citywide and OTI procurement and contract activities. The Citywide ACCO is responsible for overseeing citywide procurement initiatives and acts on behalf of OTI's CTO for contractual policy changes citywide; oversees OTI's ACCO Office, Citywide Strategic Sourcing, Contract Compliance, and works directly with oversight agencies like the Law Department, MOCS, OMB, City Hall and OMWBE; and manages the portfolio of competitive sealed bids, requests for proposals, Systems Integrator contracts, Quality Control contracts, ITCS and M/WBE's as well as intergovernmental, government to government, vendor performance evaluations, establishing MWBE goals and opportunities, and State Prevailing Wage Law compliance.
Reporting to the Deputy Commissioner of Management and Budget division, responsibilities will include:

Minimum Qualifications
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in 1 above.
Preferred Skills
The preferred candidate should possess the following: Excellent leadership, interpersonal, communications, presentation, and superior writing skills in-depth knowledge of IT systems development life cycle strong IT project management and quality assurance methodologies in-depth knowledge of City procurement rules and procedures including the Procurement Policy Board Rules strong negotiating skills understanding of business contracts familiarity with NYC agency operations and oversight functions previous experience in a municipal environment experience in contract administration financial or procurement management experience with information technology and professional services contracts exceptional knowledge and proficient use of Microsoft Office programs such as Excel. Access, Word, PowerPoint, Visio and Project Management software outstanding learn building and customer service skills organized, flexible and the ability to handle multiple tasks.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
