This position also serves as the subject matter expert for City leadership. The Senior Transportation Engineer performs tasks under the general supervision of the Transportation Engineering Division Chief, and conducts special studies received from a Deputy Director or the Director of Transportation and Environmental Services (T&ES).The Opportunity* Multimodal Project Leadership: Serve as the technical engineering expert for multimodal roadway projects during the Planning phase and manage those projects during the Design and Implementation phases. This includes:* High-Profile Project Sponsorship: Act as the T&ES project sponsor, collaborating closely with the Department of Project Implementation during the design and construction phases of major capital projects such as the Duke Street Transitway, Mount Vernon Avenue North Intersections, King-Bradlee Safety and Mobility Enhancements* Traffic and Safety Expertise: Lead the engineering aspects of traffic and safety studies, working in tandem with VDOT, the Metropolitan Washington Council of Governments, and City Planning teams. Key projects include the Seminary Road West Traffic Safety Study, the I-495 Express Lanes Study, and the Duke Street Small Area Plan.* Collaborative Development Review: Join a dynamic Citywide team to evaluate new development proposals, ensuring that multimodal transportation engineering and traffic considerations are integrated. Advocate for the Transportation & Environmental Services (T&ES) perspective in all aspects of development and area-wide planning.* Innovative Signal Management: Develop and implement a forward-thinking arterial and intersection signal management strategy to enhance traffic operations and safety across the City.* Project Implementation Oversight: Manage the implementation of smaller-scale roadway projects, coordinating with T&ES operations staff, contractors, and the community to ensure timely and accurate implementation. Oversee post-installation monitoring to guarantee long-term success.* Grant Support: Identify projects that align with various funding opportunities, and support the preparation of regional, state, and federal grant applications by providing critical engineering insights.* Supervision: Mentor and coach junior civil engineers, fostering a culture of innovation and professional growth.* Creative Roadway Design: Drive the development of innovative roadway designs that improve multimodal transportation options, ensuring safe and accessible routes for cyclists, pedestrians, drivers, and transit users.* Traffic Calming Initiatives: Collaborate with the Transportation Planning team to design and implement traffic calming measures through the City's Neighborhood Transportation Improvement Program, enhancing safety and livability in local communities.* Smart Mobility Integration: Work with the Smart Mobility Program to advance cutting-edge Adaptive Signal Control, traffic data mapping, and ITS projects that optimize transportation system management.* Resident Engagement and Communication: Engage with residents through 311 services, addressing transportation concerns and inquiries with professionalism and responsiveness.* City Representation and Leadership: Represent the City at board, commission, City Council, and state and regional meetings. To support the city's physical, social, and economic growth, the T&ES team delivers exceptional services in multi-modal, long-range, and transit planning and engineering. They also focus on environmental quality, stormwater management, traffic management, smart mobility, curbside management, street maintenance, and refuse and recycling collection.This position is based within the T&ES Transportation Branch, which focuses on improving the safety and operations of the City's multimodal transportation network.Minimum & Additional RequirementsBachelor's degree in civil Engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.Preferred QualificationsProject management experience with five years of professional engineering experience. Registered as a Professional Engineer in Virginia. Experience in one or more of the following areas; traffic engineering and traffic operations, ITS planning, systems engineering, ITS project management, transit priority systems, statistics, construction project management and working with state and federal grant projects.NotesThis position requires the successful completion of pre-employment background checks.
