DESCRIPTION OF WORK
In this role, you will be responsible for delivering comprehensive administrative support to the Clean Water Program while also serving as the lead worker for the program within the Southwest Regional Office. Your duties will encompass providing administrative assistance to the Clean Water staff in the region, as well as supporting the Air Quality Program, Waste Management, and Environmental Cleanup Program. This will involve overseeing the distribution of clerical tasks, which include managing mail, processing permit applications, following up on incomplete applications to ensure adherence to processing deadlines, submitting items to the PA Bulletin, handling OnBase submissions, managing check transmittals, and providing phone coverage. Additionally, you will be tasked with training staff on specific Department of Environmental Protection (DEP) programs such as eFACTS, WMS, PADWIS, and OnBase, along with general training in Microsoft Word, Excel, Outlook, and Adobe Pro. You will also conduct administrative and preliminary technical reviews for various permit types, including NPDES/WQM Part II and Water Allocation permits. These reviews will require you to independently assess the type of water allocation application (whether it is a modification, main, or subsidiary), assign permit numbers, log applications into the eFACTS and/or WMS systems, update client and site information, and generate letters for completeness reviews. Furthermore, you will be responsible for submitting notifications for permits, hearings, and public meetings to the PA Bulletin, as well as generating requests for comment letters and tracking their responses within the eFACTS system. In addition to these responsibilities, you will address inquiries from design engineers regarding the application process, the classification of applications, and the content required for submissions. You will review permit reports on a weekly basis, communicating any changes in applications to the Technical Services Chief and Program Manager, and collaborating with permit reviewers to ensure that application statuses remain on schedule. Your role will also involve data entry into the eFACTS and WMS application processing systems, troubleshooting any issues that arise between eFACTS and PADWIS, which may include updating eFACTS and establishing connections between clients, sites, and primary facilities, while coordinating with IT staff from the Central Office as necessary. Lastly, you will act as the Site and Client Verifier for the Southwest Clean Water Program, creating new sites and clients as required. Interested in learning more? - Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
- Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $39,785 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Clerical Assistant 2 (commonwealth title); or
- One year of moderately complex clerical experience; or
- An equivalent combination of experience and training.
