Clerical Specialists perform highly difficult, complex and responsible office work in various departments throughout Wayne County. Duties include, but are not limited to: handling complex public contact work, reviewing and processing documents for completeness, accuracy and conformance with required office practices.
Clerical Specialists may perform in a team leader capacity over a moderately sized group of clerical employees, providing oversight and assistance in clerical activities. Clerical Specialists may perform difficult and responsible legal office work under general supervision with considerable independence and responsibility in carrying out work assignments.
Clerical Specialists may be responsible for: preparing memorandums and letters/correspondence; maintaining and preparing personnel forms and records; assisting fiscal staff in preparing reports; handling confidential correspondence; data entry and processing; contacting other County departments and outside agencies and performing additional duties as assigned.
* Required Tasks
* Operate office machines, such as photocopiers and scanners, facsimile machines, voice mail systems, and personal computers.
* Answer telephones, direct calls, and take messages.
* Maintain and update filing, inventory, mailing, and database systems, either manually or using a computer.
* Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, take orders, and address complaints.
* Open, sort, and route incoming mail, answer correspondence, and prepare outgoing mail.
* Compile, copy, sort, and file records of office activities, business transactions, and other activities.
* Compute, record, and proofread data and other information, such as records or reports.
* Type, format, proofread, and edit correspondence and other documents, using computers.
* Complete work schedules, manage calendars, and arrange appointments.
* Review files, records, and other documents to obtain information to respond to requests.
* Deliver messages and run errands.
* Inventory and order materials, supplies, and services.
* Troubleshoot problems involving office equipment, such as computer hardware and software.
* Perform other duties as assigned.
At the time of application and appointment, applicant must have:
* Educational/Experience Requirements
* High School Diploma or its equivalent
* At least (3) years of full-time paid clerical experience which includes data entry, processing and reviewing documents and maintaining files.
* Completion of education at an accredited college or university may be substituted on a year for year basis for the required experience.
NOTE: Equivalent part-time experience will be assessed and credited at the discretion of the Department of Personnel/Human Resources. Completion of education at an accredited college or university may be substituted on a year for year basis for the required experience. A passing score on the Clerk written examination may be substituted for the required experience. Proof of education must be submitted with application. Applicants must describe their experience and training in sufficient detail to allow evaluation of their acceptability under the above qualifications. Failure to do so will result in a rejection of their application.
SPECIAL CONDITIONS
In the County Clerk's Office, the Prosecuting Attorney's Office and the Sheriff's Office, employees will be fingerprinted and/or must pass a national criminal background check before being placed in this position and periodically thereafter.
Applicants must pass the performance test in order be certified to positions at the Prosecuting Attorney's Office.
TYPES OF ASSESSMENTS
A Written Assessment (100%) will be administered covering knowledge of general office practices, general clerical abilities, basic math skills, general clerical practices and procedures and related knowledge. A Performance Assessment (pass/fail) will be administered to evaluate data entry speed and accuracy (for positions at the Prosecutor's Office only).
In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants.
PURPOSE
The purpose of this examination is to establish an eligible list from which to fill present and future vacancies.
How to Apply: The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training.
Investigation and Probationary Period: An investigation of character and past employment and/or fingerprinting of candidates will also be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions with the provisions of the collective bargaining agreements.
Appeal of Rejection: Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.
Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
