Job Description: Clerk II Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Primary function of this position is the transport and delivery of mail and other supplies to and from multiple State agencies and/or external vendors using vehicles including but not limited to cargo vans, cargo box trucks and/or sedans. Clerical duties involve receiving, scanning, processing, and distributing all incoming and outgoing mail in accordance with HHS State Office Mail Service as well as United States Postal Services rules and regulations. This also includes external vendors such as FedEx, UPS, etc. Prepares inbound First Class and accountable mail for remittance processing while also handling and transporting State issued warrants and deposits to and from State Comptroller's office and Treasury offices. Provides aid to agency mail customers, internal and external, in person, by phone and/or email via Microsoft Outlook. Performs data entry using Microsoft Word, Excel, and vendor proprietary software applications. Prepares and maintains records and logs related to vehicle operations. Provides friendly, knowledgeable, and professional customer service to all customers either by phone, email or in person, including exchanging and/or verifying information, answering inquiries, and addressing issues. Will also help cross train others with processing, sorting, and distributing mail along with other various mail services functions. This position helps support the Health and Human Services Commission (HHSC), Department of State Health Services (DSHS), and Department of Family Protective Services (DFPS) agencies. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Essential Job Functions: EJF 1. Driving Duties: Will operate HHS state issued vehicles, such as vans and trucks to transport mail, and other supplies to and from different State agencies within Austin campuses, as well as external vendor, and post office locations. Physical requirements of long standing, carrying, pushing, and lifting of items up to 100 lbs. EJF 2. Customer Service: Provide professional and technical assistance via email, phone or in person to internal customers such as multiple internal state agency customers, as well as external mail customers regarding HHS State Office Mail Services policies, procedures, rules, and regulations. EJF 3. Mail Processing: Organizes, sorts, and distributes mail including processing large volumes of inbound and outbound First-Class and Overnight Express items. Learning, maintaining, and filing in accordance with general mail practices and procedures. Prepares inbound First-Class mail for Remittance processing. EJF 4. Data Entry, Filing and Scanning: Performs data entry using Microsoft Office and peripheral devices, including printers, copiers, and scanning equipment to capture signatures, maintain records, files, and/or logs (i.e., administrative, correspondence, documents, and tracking logs). EJF 5. Staff Development: Provides training for current, newly hired, and temporary mail services employees, showing job tasks for the position and cross training to other mail office positions to facilitate backup capability. Knowledge Skills Abilities: Knowledge of computers and various Microsoft software e.g., Outlook, Word, Excel. Ability to communicate in a concise, professional manner either verbally and/or in writing. Ability to drive large type vehicles such as cargo vans and/or trucks. Ability to obey State and Federal traffic laws and follow safe practices. Ability to tolerate cold and hot weather conditions. Ability to process large volumes of mail requiring standing for long periods of time and moving, lifting, and carrying various items up to 100 pounds. Registration or Licensure Requirements: Valid Class C Texas Driver's License Initial Selection Criteria: High School Diploma or GED equivalent required. Two (2) years of driving experience is preferred. Experience in developing and maintaining logs and reports is preferred. Experience handling and transporting mail and/or other documents or services is preferred. Additional Information: Position works on-site, full-time in a mail distribution center environment.
