Brief Job Description:

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidate to fill the Integrity Support Services (ISS) Appeals and Mitigation (A&M) - Clerk III position within the Office of Medical and Social Services (MSS), Access & Eligibility Services Field Division.

Ability to organize and prioritize work and address multiple tasks within tight deadlines.

Performs highly complex (senior level) clerical work under limited supervision with moderate latitude for the use of initiative and independent judgement. Provides a variety of clerical support services in an ISS A&M Unit. Provides secretarial support to A&M Support staff. Reviews incoming appeals for validity in terms of policy and procedure. Reviews public records to identify and retrieve data related to program workload. Assists staff in filling out forms and providing information by mail or by phone. Reviews appeals and associated documents for required signature, date, and supporting documents. Logs tasks and assigns them for processing. Provide support to ISS A&M Mailbox. Assists supervisor with the scheduling of tasks. Job requires detailed oriented individuals with ability to apply complex policies and procedures.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Reviews incoming appeals for validity and assists staff in filling out forms relating to appeals and hearing process.

Maintains tracking system of assignments to ensure timely completion.

Serve as the back up to other ISS A&M clerks as well as assist when needed for providing support for the ISS A&M Mailbox, scheduling of assignments, and assigning workload to designated staff.

Types conference notes, reports, letters, memos, staff meeting notes, travel, and routes mail appropriately.

Completes additional tasks upon request of supervisor or other staff.

Must be able to work occasional overtime, as required by management, outside of normal hours of operation, which may include weekends when called upon.

Must be able to work in a highly stressful and fast-paced environment, under constant pressure to meet required deadlines.

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

* Internet usage and computers.

* Basic mathematics

* Clerical policies and procedures, records administration and maintenance techniques and procedures.

Ability to:

* Complete basic mathematical calculations.

* Listen to clients, elicit, relate, and evaluate information; and interpret terms as needed.

* Complete required work within specified deadlines.

* Read, understand, and apply a variety of interrelated instructions, such as those found in guidelines, regulations, and policies.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

High School diploma or GED equivalent is required.

Experience working in a professional customer service environment.

Thirty (30) hours credit from an accredited college or university OR one (1) year relevant work experience is preferred.

One (1) year relevant work experience in Eligibility Operations Programs, such as SNAP, TANF, Medicaid, and MEPD are preferred.

Bilingual (English / Spanish) skills preferred.

Work experience using a computer for inquiry and data entry, preferred.

Work experience searching records to identify and retrieve information, preferred.

Work experience establishing, maintaining, and/or verifying indexes, files, logs, and/or cross reference systems, preferred.

Work experience handling and transporting mail and other documents, preferred.

Work experience using fax machines, printers, multi-line telephone systems, and other office equipment, preferred.

TIERS & EWMS experience preferred.

Application indicates the willingness to travel 10%.

Additional Information:

Current employees promoting into this position will be offered a salary that meets Human Resources salary guidelines for promoting employees.

Former employees may be offered a salary above $2694.33 if they have recent Texas Works or MEPD eligibility experience. Recent experience includes any experience within one year prior to the application closing date.

Applicants who are not current or former Health and Human Services Commission employees will be offered a salary of $2694.33.

Applicants that previously retired from state employment under the Employees Retirement System of Texas (ERS) will receive $2694.33.

This position can be housed at any eligibility office statewide depending on office availability.

Access & Eligibility Services Field Offices normal hours of operation are from Monday-Friday 8:00 am - 5:00 pm. Employees may be required to work occasional overtime, as required by management, outside of normal hours of operation, which may include weekends.

Successful applicants must be willing to work in a highly stressful and fast pace environment, under constant pressure to meet required deadlines.
