Are you ready to help shape Eugene's climate future? The City of Eugene is seeking a dedicated Climate Policy Analyst for a newly created full-time position in its Sustainability Program. This role offers a unique opportunity to shape the future of our community's sustainability efforts.Your Mission

As Climate Policy Analyst, you will be instrumental in supporting the development, implementation, and management of climate action and sustainability initiatives. You will oversee and contribute to various projects within the City's sustainability and climate action projects through outreach, project design and support, planning, research, data collection, and reporting. Key responsibilities will include:

  • Implementing and tracking progress of projects and programs in place to help meet Eugene's climate goals.
  • Analyzing data to inform policy decisions and update strategies.
  • Engaging with diverse community members to raise awareness and foster participation in climate initiatives.
  • Collaborating with community partners and stakeholders to ensure effective execution of our climate policies.

  • A Day in the Life of a Climate Policy Analyst

    In this role, you'll work closely with Sustainability Team members and various city departments to drive Eugene's climate initiatives forward. Your day-to-day activities will be diverse and impactful. A typical week might include:

  • Researching best practices from other cities to inform local climate work.
  • Managing consultants on climate-related projects, providing guidance and support to ensure project success.
  • Working on a presentation for the City Council about progress on our greenhouse gas reduction goals.
  • Representing the City in local partnerships and regional climate initiatives, fostering collaboration and shared goals.
  • Overseeing meetings and agenda setting for our Sustainability Commission, ensuring effective communication and collaboration among members.
  • Responding to inquiries from residents about our sustainability initiatives.
  • Identifying and pursuing grant opportunities to support climate action efforts and enhance program funding.

    Salary Range

    $40.93 - $53.20 / hourly; $85,134.40 - $110,656.00 / annually. The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

  • Track and support implementation of Eugene's Climate Action Plan (CAP2.0) and Climate Recovery Ordinance (CRO).
  • Collect and analyze data to assess progress on climate goals and inform decision.
  • Support the Sustainability Commission, including agenda setting and meeting coordination.
  • Prepare and deliver reports and presentations on climate progress and initiatives to elected officials, community stakeholders, and the public.
  • Collaborate with city departments, community partners, and other interested stakeholders on climate projects.
  • Help design and oversee education and outreach initiatives to increase public awareness and participation in climate and environmental programs.
  • Oversee and evaluate the work of consultants on climate-related projects, ensuring work aligns with City goals and standards.
  • Develop and implement engagement activities for local climate action.
  • Secondary Duties
  • Research, identify, prepare and help secure available grants to pilot or expand sustainable projects and approaches.
  • Review and respond to inquiries from the public regarding sustainability initiatives.
  • Support the integration of equity considerations into climate policies and programs.
  • Contribute to budget preparation and monitoring for sustainability projects and programs.
  • Research and analyze best practices in sustainability and climate action work, applying findings to Eugene's context.
  • Monitor and report on relevant laws, regulations, and innovations in sustainability, making recommendations for City involvement or impacts on City policy.
  • Perform related duties as required.

    Education
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in Environmental Science, Public Policy, Energy Management, Sustainable Systems, Public/Business Administration or a closely related field.
  • Experience
  • Two (2) years of work experience in sustainability, resources conservation, climate mitigation and resilience or energy efficiency. Experience identifying and securing grants. Experience working with or for a local government is desirable.

  • Best practices in communications with members of marginalized communities using culturally appropriate tools and strategies.
  • Research and data analysis methods, techniques, principles and procedures.

  • Researching, interpreting and communicating policies, regulations, and technical procedures and information.
  • Building and maintaining effective working relationships with multiple city departments to coordinate and support climate-related programs.
  • Assessing, prioritizing, and managing multiple tasks, projects, and demands to ensure achievement of goals and objectives.

  • What to Expect from our Selection Process
