Job DescriptionPosition Summary:Provides technical resources and daily direction to end users with regards to laboratory policies, procedures and regulatory requirements. Provide regular in-service training and education to the end users for POCT moderate complexity testing/analyzers. Direct observation of patient test performance through operator training, competency assessment, equipment monitoring, equipment maintenance and troubleshooting, quality control testing, and proficiency testing. Assure the staff performs the tests correctly and that they are reported accurately. Resolves the technical problems and oversees remedial actions taken. Manages the certification and roster list for CAP/NYS inspections. Works independently under general direction, plans, organizes, and schedules POC end user training requirements for initial, 6month and annual certifications.Assists with oversight of Point of Care in the absence of the primary supervisor.
Principal Responsibilities:
I.SUPERVISORY OVERSIGHT -POCT end users training/Technical consultantProvides the training for moderate complexity POCT testing as well as proper guidance of laboratory policies and regulatory requirements. Resolves technical problems of POCT system and provides support to the lab section COQ holder.
Performance Criteria:Assists lab section supervisor in monitoring compliance of organization's Service Standards by POC end users Serves as back-up Supervisor for the POCT lab in the absence of the principal supervisor.Performs scheduling for end user trainingTrains new and current employees andoversees the technical performance ofPOC employees during orientation Offers continuing guidance and technical assistance to end users on POCT procedures and equipment.Completes certification, provides access and certifies operators in QML/GEM Website.Manages roster list of operators to comply with CAP, CLIA AND NYSDOH regulatory inspection.Assists with troubleshooting technical problems and takes remedial action to resolve the issues.Plans, organizes and schedules the training for expired certification of end users. Is knowledgeable about patient confidentiality requirements.Communicates POC problems with devices, reagents, andQC to the Lab supervisor, director and administrationProvides technical oversight for Point of Care testing performed throughout Bellevue Hospital Center in line with regulatory standards. III.POC ResponsibilitiesProvide complete oversight of POC testing.
Performance Criteria:Ensures that the test systems are properly functioning. Maintains, troubleshoots and takes corrective action with equipment as needed. Works with nursing, physicians, employees and management as needed to ensure Point of Care testing is running efficiently and effectively.Coordinates training assessments. Develops and maintains teaching / training materials. Coordinates competency assessment. Develops and maintains competency assessment materials. Provides primary support for on-site inspections and surveys. Participates in inspection readiness and tracer activities for appropriate regulatory and accreditation agencies.Writes and maintains current procedure manual(s) in area(s) of expertise using an approved format. Assists with development, maintenance and control of laboratory policies and procedures.Provides data to assist manager with the development of the budget. Monitors expenses as requested.Provides leadership for the testing, interpretation and reporting of results.Reviews quality control for problem identification and troubleshooting. Uses quality control statistics and control procedures such as comparison between methods and results from proficiency testing to identify and or correct performance problems.Develops and oversee validation/verification studies for new instruments, methods and tests.Receives and reviews proficiency testing (PT) scores and evaluations. Facilitates corrective action and training related to PT failures. Counsels and educates staff related to PT failure.Responsible for staying current with new technologies and methodologies. Make recommendations to management or Service Team.Assists with maintaining inventory and supplies for the Point of Care testing.Assists with the purchasing functions (interact with purchasing, write specifications, call companies, research and evaluate products).Provides support for point of care related information systems, including implementation and validation of new middleware/software/test systems/firmware.Monitors POC middleware and software systems for errors.Reviews and respond to service now tickets related to POC instrumentation.Minimum Qualifications1. Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED. For Appointment to Levels IV and V 1. In addition to meeting the qualification requirement of Assignment Level II, candidates must also meet one of the qualification requirements of a laboratory supervisor as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.Special Notes:Qualifying experience is not limited to New York State.Candidates that are solely licensed or issued permits to practice as cytotechnologists or histotechnologists may only be assigned work, including supervising personnel performing laboratory work, in a laboratory discipline/specialty appropriate to their license or permit.
