Position Type: Administration/Director / Central Office AdminDate Posted: 9/10/2024Location: Central OfficeSMYTH COUNTY SCHOOLS POSITION DESCRIPTION JOB TITLE: Director of Human ResourcesLOCATION: Central Office PAYGRADE: Administrator Level 1 IMMEDIATE SUPERVISOR: Superintendent FLSA STATUS: ExemptGeneral Definition of Work: Responsible for planning, implementing, and directing a comprehensive program of personnel/human resources administration for Smyth County Public Schools. Performance expectations: The minimum performance expectations include, but are not limited to, the following actions:
  • Develops, recommends, and administers personnel policies and procedures to guide all phases of personnel/human resources administration in the school division.
  • Plans and directs a recruitment program designed to attract a pool of qualified candidates for all positions, to include:
a. developing advertisements and communicating with a variety of recruitment sources b. interviewing candidates for positions and screening applications c. coordinating the selection of final candidates with department heads and building principals, including checking references for candidates who are finalists for positions. d. contacting candidates who did not get a position with regrets.
  • Administers the school system's fringe benefit programs, to include:
a. communicating with insurance companies and the Virginia Retirement System(VRS) on benefits b. counseling employees about benefits c. making recommendations on benefit policies, changes in benefit design, etc.
  • Administers an efficient system of personnel record keeping, including:
a. confidential personnel files on all employees b. application files for all candidates c. computerized employment records on all employees.
  • Ensure that all recruitment, selection, and appointment procedures are consistent with local policies and with federal requirements including, but not limited to, the Civil Rights Act and the Americans with Disabilities Act.
  • Develops and distributes employee communications such as newsletters, pamphlets, handbooks, directories, and other materials relating to employment in Smyth County.
  • Administers the program of licensure, endorsement, and recertification of all licensed/certified employees in accordance with state regulations.
  • Counsels and assists department heads and principals and assists in resolving complaints, grievances, and legal matters regarding personnel-related issues and ensures that proper documentation is maintained.
  • Monitors and administers claims for unemployment insurance benefits.
  • Develops and implements a new employee orientation program.
  • Develops a pool of qualified substitute employees and coordinates the distribution of a list of approved substitutes.
  • Assists department heads in ensuring that a quality program of professional development exists for all employees by conducting specific training in personnel-related topics.
  • Supervises the administration of a program of performance evaluation for all groups of employees, to include developing and recommending evaluation programs, communicating the programs to employees, training department heads and school administrators in the use of the programs, and evaluating the programs' effectiveness.
  • Assures that all personnel practices are in accordance with state and federal law and school board policy.
  • Makes required reports to state and federal agencies, participates in surveys, and provides information to authorized agencies or individuals on personnel matters.
  • Researches policies, practices, procedures, salary trends, and other personnel related issues in order to make recommendations that guide decision making.
  • Coordinates the development and implementation of personnel programs such as wellness, nutrition, and life skills programs.
  • Assists in the development of a program of salary and job classifications, to include:
a. developing and maintaining current job descriptions for school board positions b. recommending salary ranges for all positions in accordance with approved procedures c. investigating and making recommendations on reclassification requests d. conducting pay and classification studies on a periodic basis.
  • Assists with the development of salary schedules and associated costs.
  • Assists with the issuance of teacher and administrative contracts and other documents necessary to effect assignments.
  • Perform other duties or assignments as may be delegated or assigned by the Superintendent.
Knowledge, Skills and Abilities: Minimum of three years successful work experience in administration/supervision, human resource management, or related field preferred. Experience in public education preferred. Ability to establish and maintain effective working relationships with all school board employees, professional and administrative staff, and the general public.Education and Experience: Masters degree in educational administration/supervision, personnel/human resources management, or related field.Evaluation: Performance will be evaluated annually in accordance with school board policy and administrative procedures for the evaluation of professional personnel.
