Will plan, direct and manage the day-to-day functions of the PBR program to include facilitating PBR authorizations, PBR regulatory development efforts and communication with DEQ management and other stakeholders including other state agencies, localities, developers, nongovernmental organizations (NGO), universities and others as needed. Assist the Air and Renewable Energy Permitting Program Manager by providing on-site assistance that includes providing general recommendations about overall program operations as well as providing on-going feedback on the PBR program.Minimum Qualifications
  • Comprehensive knowledge of the Small Renewable Energy PBR Program including all related statutes, regulations and policies
  • Proficient knowledge of renewable energy environmental policies and practices
  • Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, and communicates proficiently
  • Skills and abilities should include the following:
    • program planning and evaluation
    • budget/grant development and management
    • extensive program management abilities
    • personnel supervision and management skills
    • ability to communicate effectively
    • proficiency in the ability to analyze, evaluate and solve problems
    • ability to lead, advise, and develop others
Additional Considerations
  • Combination of education or training in environmental science, and renewable energy policies. Knowledge and abilities may substitute for education.
  • Experience in policy and guidance development, computer software and programming, and effective communication.
