The reporting requirements for this position will involve remote work and traveling between worksite and the communities it will serve. Summary of Job:

Centered in Northwest Colorado (Moffat, Rio Blanco, and Routt counties), this position will report to Office of Just Transition's (OJT) Transition Workforce Program Manager. This is the second position in OJT's navigator team, part of a comprehensive Coal Transition Worker Assistance Program. The team serves as the State's central point of contact for coal transition workers and their families. It supports coal worker and family transition planning by advising them on preparatory strategies, connecting them as appropriate to services (such as financial planning, career planning, education and training, small business startup, and more), and maintaining a physical center of community support and collaboration. Specifically, this position will focus on outreach, direct service provision, coordination and follow-up to workers and their families. And because the Coal Transition Worker Assistance Program is the first of its kind in the nation, the position will play an important role in identifying lessons learned in the implementation of the program in order to make adjustments to increase its effectiveness and improve customer service.

Description of Job:

Direct Service Provision

Engage with and provide navigation services directly to individual coal workers and their families in NW Colorado, in coordination with other navigator team members. This will Include:

* Effectively reaching out to workers and families to ensure they are aware of the services available and how to access them.

* Keeping regular office hours at the Transition Hub as well as at the power plants and mines throughout the region. These office hours should be at times most convenient to the workers, including before, during and after shift changes at the various facilities, and at times and locations most convenient to family members (afternoons and evenings at the Transition Hub or in other appropriate locations).

* Listening to workers and families about their concerns, hopes, needs, expectations and more; and assisting them in developing personal transition plans, including setting financial, career, and other goals and developing strategies to address their concerns and achieve those goals.

* Identifying and coordinating training opportunities for workers and their families to support transition goals.

* As appropriate, referring workers or family members to existing state and local partners and/or to private service providers on contract to OJT specifically designated to assist in the provision of OJT's pre-closure strategies.

* Ensuring partners and contractors respond to referrals in an appropriate and timely manner, and following up with workers or family members to assess adequacy or service and help identify next steps.

* Advising workers and families on options for non-economic services where appropriate to help address any non-financial challenges related to the transition (for example, family counseling and behavioral health issues).

Community Partnerships, Program Maintenance and Coordination

Work with other members of the navigator team to build and maintain a strong physical and operational presence in NW Colorado (Moffat, Rio Blanco and Routt counties), and to help create a broader community infrastructure of support for transitioning workers and their families. This will entail coordinating effectively with other OJT staff, state workforce entities, and other state agencies. It will also entail building strong relationships with unions and workers, local leaders, and other stakeholders . Specific activities include:

* Helping to build and maintain partnerships with key community leaders and organizations, including union and other worker representatives, existing workforce support systems, institutions of higher education, business associations, economic development entities, and more.

* Maintaining partnerships with existing coal industry employers, including human resources offices and other leadership at regional power plants, coal mines, and transportation and supply chain businesses.

* Maintaining partnerships (including potential contractual arrangements) with qualified and reliable service providers in family financial planning, career coaching, counselors, and other transition services.

* Assisting with recruitment and implementation of a peer mentoring and coaching practice

* Assisting with establishing and maintaining a physical and online transition hub to serve as a single point of entry to transition support and services and to help build support networks among and between coal transition workers, their families, and community allies and stakeholders.

* Assisting with development and implementation of a communications and outreach plan to share relevant information with transition workers, their families, and the community in general.

* Working with navigator team and other OJT staff to determine appropriate networking opportunities in support of transition resources and worker connections, including committee membership, meeting participation and others as identified. Present and share information on worker transition updates.

Data Collection and Process Improvement

Work with OJT's Transition Workforce Program Manager, other members of the navigator team, and other OJT staff and partners to ensure accurate and timely data collection to track program utilization rates and ensure comprehensive follow-up with workers and their families. This position will maintain and share relevant reports on workers who access services, types of services utilized, follow-up, progress, and workers' transition successes and challenges, and it will help inform improvements to process, policy and practice around worker access to resources. This will include advising OJT and other state agencies on lessons learned in the process and assisting in identifying gaps in service provision as well as the need to address other unanticipated needs.Experience Only:

Six (6) years of professional experience in an occupational field related to the work assigned to the position to include: Experience in the coal industry, project and resource coordination around a common objective, and/or networking with partners and organizations

OR

Education and Experience

A combination of related education (open education requirement) and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Required Competencies:

* General knowledge of the coal industry and culture in Northwestern Colorado

* Willingness to travel regularly and keep regular office hours in a variety of locations throughout a large region of the state

Preferred Qualifications:

* Demonstrated experience helping people navigate complex problems

* Ability to take thorough case management notes and enter them into a data management system

* Work experience in the coal industry

* Experience with coaching and supporting individuals through challenging situations

* Experience navigating state and local systems and resources

* Experience navigating not-for-profit systems and resources

* Competence with Google Suite

* Experience performing duties similar to those assigned to the position as a classified State of Colorado Employee
