Job Description:

This position consists of professional, technical, supervisory, administrative, environmental regulatory, and project management work for the Department's operational goals and City of Boca Raton's Capital Improvement Program (CIP) informed by the City's sustainability goals.

This position also performs professional, technical, and administrative work managing the coastal and environmental tasks of the Department, the Department's sustainability initiatives, and restoring, managing, and directing the coastal resources in the City of Boca Raton. Encompassing dune management, shore protection, erosion control and all activities associated with the Boca Raton Inlet.

Independent work is performed under the general direction of the City Civil Engineer.

* Supports the implementation of City/Departmental coastal and environmental programming and provides regular updates to the City's Sustainability Manager.

* Responsible for supporting the implementation of Climate Change Resiliency and Adaptation strategies.

* Guides and tracks the Departments progress towards Race to Zero greenhouse gas emission targets.

* Coordinates activities with the Sustainability Manager and other City departments regarding sustainability policies, programs and initiatives.

* Develop ordinances and resolutions to further the Department's sustainability and environmental goals.

* Develops and manages programs to further the Department's sustainability and environmental goal

* Develops educational outreach programs for City residents, businesses and visitors.

* Creates website, social media, newsletters and other communication content regarding coastal management, sustainability, resiliency and related topics.

* Researches, identifies and applies for grants and other funding and manages grant funding and grant funded projects.

* Develops and promotes partnerships with organizations, community groups and outside agencies.

* Maintains working relationships with neighboring jurisdictions, including those within the Municipal Resilience Partnership of Palm Beach County and the Southeast Florida Regional Climate Change Compact, for the purpose of information sharing, collaboration, and pursuit of regional grant opportunities.

* Establishes partnerships with schools and educational institutions.

* Evaluates and benchmarks the Department's sustainability practices.

* Makes presentations to Department staff, City Council, community organizations and other agencies.

* Develops sustainability and resiliency reporting metrics.

* Monitors sustainability and resiliency indicators.

* Provides information regarding sustainable programs to Department employees and members of the public.

* Works with Department employees to develop information regarding City sustainability, resiliency and environmental programs.

* Manages information regarding Capital Improvement Plan (CIP) projects from conceptual ideas through construction and warranty periods in the categories of beaches, shore protection, trails, recreation, and parks facilities.

* Develops project scope, work plans, strategy, schedule, and resource allocations.

* Selects professional engineering consultants, evaluates existing operations, and prepares engineering solutions which include economic, environmental, and community impacts,

* Oversees the preparation of environmental specifications and bid documents.

* Coordinates internal and external reviews and permits.

* Prepares, monitors, and tracks annual departmental budget request for operating expenses and capital projects.

* Writes requests for proposals, qualifications, and scopes of work to include change orders and amendments to consulting agreements and memorandums to City Council.

* Presents information to various City Council appointed Advisory Boards and City Council regarding coastal and environmental management.

* Assists in the development of CIP goals, policies, and annual work program using information about the City's infrastructure and its overall relationship to the City of Boca Raton Comprehensive Plan.

* Ensures compliance with the City's codes, specifications and standards; and federal and state environmental rules as related to area of assignment.

* Reads and interprets guidelines, maps, plats, site plans, landscape plans, trail plans, grading plans, irrigation plans, and other plans to develop engineering scopes and design plans.

* Leads and coordinates special projects related to coastal programs.

* Coordinates activities such as funding requests, representation, and interaction with various agencies including Florida State agencies, the U.S. Army Corps of Engineers, Florida Inland Navigation District and other agencies.

* Coordinates lobbying efforts with State and Federal legislature.

* Acts as liaison between City officials, consultants, contractors, the general public, media and permitting agencies.

* Designs and manages coastal, estuarine, restoration/enhancement projects including environmental State and Federal permitting and development of construction plans and specifications as necessary.

* Develops and submits quarterly Florida Department of Environmental Protection and Palm Beach County reimbursement requests.

* Manages grant preparation, submittal, and monitoring for local, state, or federal funding requests for grant assistance consideration of the Citywide coastal program.

* Participates as the liaison for various boards including the Marine Advisory Board, Florida Shore Beach, Palm Beach Countywide Coastal Council.

* Serves as liaison to the City's Sustainability Advisory Board and other groups

* Supports the City's internal sustainability teams and serves on other cross departmental teams

* Knowledge of:

* Principles, practices, and methods of environmental resources and understanding of coastal resources.

* Applicable local, state, and federal regulations, environmental rules, and funding procedures.

* Business and management principles involved in strategic planning, resource allocation, and leadership techniques.

* Advanced computer skills, including all Microsoft Office programs.

* Skilled in:

* Analyzing and organizing technical data.

* Completing assignments accurately and with attention to detail.

* Ability to:

* Analyze data, prepare cost estimates, perform economic and environmental studies, design projects, and prepare reports.

* Plan, implement, and evaluate programs.

* Conduct inspections of City coastal and environmental infrastructure.

* Plan, direct and review the work of employees including to provide supervision of technical, paraprofessional, and professional subordinates

* Establish and maintain working relationships with associates, department officials, contractors, consultants, media, and the general public.

* Communicate effectively in both oral and written form.

MINIMUM AND PREFERRED QUALIFICATIONS:

* Bachelor's degree from an accredited college or university in civil engineering, coastal engineering or related engineering field required; and

* Five (5) years of progressively responsible professional project management experience in the design, installation, management, and construction of engineering infrastructure projects including seawall, drainage systems, bridge, building, beach renourishment, shore protection, park facilities and trail projects as appropriate to the position required.

OR

* A valid Florida Building Contractor or General Contractor's license required; and

* Ten (10) years of progressively responsible professional project management experience in the design, installation, management, and construction of engineering infrastructure projects including seawall, drainage systems, bridge, building, beach renourishment, shore protection, park facilities and trail projects as appropriate to the position required.

OR

* Bachelor's degree from an accredited college or university in environmental, climate or earth sciences, sustainability, urban planning, public administration or related field of study.

* Five (5) years of experience in the design and administration of sustainability, resiliency, and/or environmental programs including three (3) years of government sector experience

* Possession of a valid State of Florida Class E driver's license is required.

PREFERRED QUALIFICATIONS:

* Master's degree from an accredited college or university in environmental science and policy, public administration in sustainability, urban planning, or related field of study

* LEED AP with Specialty or Green Globes Professional (GGP) Certification through Leadership in Energy and Environmental Design (LEED) or similar certification is preferred

CERTIFICATIONS / PROFESSIONAL LICENSES:

* Open Water Diver Certification desired.
