Work requires effective communications skills, the desire to learn ordinances and educate citizens, and the ability to handle upset or angry citizens with an even temperament. Reporting Relationship:Supervision provided by the Code Compliance ManagerSupervision Exercised:NonePosition Type/Expected Hours of Work:This is a full-time, non-exempt position. The days and hours of work are Monday through Thursday, 7:30 a.m. to 5:30 p.m., and Friday, 7:30 a.m. to 11:30 p.m.Examples of Duties:This list is illustrative and does not comprehensively list all of the functions and duties employees perform in this position.
- Monitors the premises and activities of the public and private sectors of the City on a daily basis to ensure compliance with assigned aspects of municipal code.
- Investigates alleged violations of city, county, and state laws, codes, ordinances, and regulations related to environmental hazards and public health nuisances.
- Investigates and responds to complaints concerning land use code and health and nuisance violations including substandard structures, illegal signage, accumulations of garbage/debris, business licenses, abandoned vehicles, high weeds and grass, excessive watering, illegal dumping, etc.
- Provides customer service by dealing effectively and cooperatively with the public to explain the intent of codes, inform them of any potential violations of said codes, and communicate solutions to obtain compliance.
- Prepares and maintains accurate, detailed records and field notes, compiles records and notes into reports, and utilizes information as needed as a witness for prosecution in court cases.
- Coordinates duties and projects with other City departments and outside agencies involved in code compliance.
- Secures and boards up abandoned and condemned properties and unfenced pools.
- Removes and disposes of illegal signs in the City right of way.
- Prepares and provides written monthly and quarterly reports to the Development Services Director
- Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
- Travels to perform inspections and to attend meetings, conferences and training.
- Regular and consistent attendance for the assigned work hours is essential.
- Works independently with minimal supervision.
- Perform other duties as assigned.
Minimum Qualifications:1. Education and Experience a. High School Diploma or GED. b. Two (2) years code compliance experience. OR c. Any combination of education and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job. 2. Must have completed the Basic Code Enforcement course conducted by the Texas Engineering Extension Service (TEEX) and be a certified Code Enforcement Officer; or the ability to complete the course and become a certified Code Enforcement Officer within eighteen (18) months of employment. 3. Must posses a valid Class C Texas driver's license prior to employment. 4. Must be able to successfully complete a pre-employment drug screening and criminal history background check.5. Must be able to work overtime as needed. Required Knowledge, Skills, and Abilities:Knowledge of:General state and local laws, ordinances and codes related to environmental hazards and public health nuisances such as zoning, home occupations, signs, high weeds, trash, illegal dumping, junked vehicles, and minimum building standards. Skill in safely securing condemned and unsafe properties or pool areas. Skill in negotiating, mediating and resolving customer complaints and concerns.Skills in: Learning and applying assigned aspects of municipal code; communication (both oral and written); bi-lingual (Spanish) communications are preferable, but not required; the use of Microsoft Office products including Word, Excel, and Outlook. Ability to:Work in all types of weather conditions for extended periods of time; establish and maintain effective and courteous working relationships with the general public, other City staff, and appointed and elected officials; assist in a variety of department operations; perform special projects and assignments as requested; use and operate a personal computer including word processing and spreadsheet software. May be subject to repetitive motion such as typing, data entry and driving a vehicle. May be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, infectious diseases, toxic waste, air and water borne pathogens, unsafe and unhealthy building conditions, and rough or unstable terrain. May be subject to extended periods of bending, reaching, kneeling, climbing ladders, lifting or carrying building materials when securing condemned or unsafe buildings or pools. Must be able to lift up to 45 pounds.
