An employee in this class supervises and participates in responding to questions regarding zoning issues, checking for violations and following -up on complaints, and taking appropriate action when violation and/or fine has not been resolved by offender. Work involves coordination with a variety of other local and state jurisdictions and agencies and requires considerable knowledge of local and related state laws, ordinances, environmental issues, and extensive public contact skills and conflict resolution skills. Work also includes interpretation and enforcement of various ordinances, such as sign, nuisance ordinances and related issues. Essential Duties and Tasks
- Supervises and participates in Interpreting, applying and enforcing zoning ordinances and a variety of other City codes and ordinances such as weeded and unsightly lots, junked and abandoned vehicles, garbage, trash, minimum housing, order to repair, and related environmental ordinances.
- Administers the Order to Repair Ordinance, documenting communications and actions taken prior to approval for the City to demolish, if necessary.
- Investigates complaints regarding potential violations; supervises and conducts field inspections; meets with property owners and explains compliance requirements and remediation methods; prepares correspondence and issues citations for major violations.
- Serves as principal staff to the Hardship Review Committee; accepts and reviews applications for economic hardships and appeals; conducts investigations and makes recommendations; acts as liaison between the committee and the public; assures minutes are kept and distributed; performs research and provides technical guidance to the Committee.
- Performs review of nuisance, minimum housing, order to repair, and/or vehicle violations for code compliance and communicates needed compliance measures.
- Advises citizens and contractors of City Housing Code and Nuisance Code regulations.
- Prepares necessary documentation requesting City action to require corrective action at owner's expense, when written notification fails to effect corrective action, testifies in court in proceedings against owner.
- Coordinates preliminary consultations with departments, such as Planning, Inspections, Engineering and Fire Marshal's office for code compliance, when necessary.
- Performs supervisory responsibility in accordance with City policies, procedures and applicable laws including training, planning, assigning and directing the work of the Environmental Codes Inspectors and Administrative Assistant.
- Oversees the record keeping of inspections and nuisance violations, preparation of necessary reports and documentation of findings.
- Backs up other department staff.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities
- Knowledge of the City's Unified Development Ordinance and other City, federal and State laws, rules and regulations dealing with land development.
- Knowledge of the laws and regulations in building inspections and local code enforcement.
- Knowledge of nuisance and building codes related to minimum housing standards, and related laws and ordinances.
- General knowledge of routine legal procedures as related to enforcement of laws and ordinance

Physical Requirements/Special Requirements PHYSICAL DEMANDS:The work is light work which requires exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force to lift, carry, push, pull or otherwise move objects. - Bachelor's Degree in Planning, Engineering, Geography, Landscape Architecture a related field;
- Three (3) years of experience in zoning and/or code enforcement or planning;

- Possession of a valid North Carolina Driver's License.
