Work includes oversight of the enforcement of a wide range of laws, regulations and ordinances governing land use, building, zoning, signs, and related issues. The Code Enforcement Division Manager supervises and evaluates subordinate code enforcement staff and assists in the division's strategic planning, including preparation of the division's annual budget, development of activity reports, and management of staff scheduling and work assignments. The Code Enforcement Division Manager is responsible for assisting on complicated code enforcement cases and for advising City boards and committees as requested. Reports to and is supervised by the Development Services Director. Job Duties and ResponsibilitiesThe following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.Direct and manage the code enforcement program consistent with the City's goals and initiatives, ensuring high-quality customer service, and professional standards.Assists the Development Services Director develop and manage the annual operating budget of the Code Enforcement Division.Under the supervision of the Development Services Director, develops city policies in the area of code enforcement. Makes presentations as requested.Develops and implements long-range and annual action plans.Supervises support staff; issues discipline and takes other corrective measures as necessary.Trains, supervises, and evaluates subordinate staff in the performance of their duties. Manages the enforcement of applicable City Code provisions and compliance by overseeing Code Enforcement supervisors and staff.Ensures subordinate staff follows the proper procedures regarding notification of violations, re-inspection, and other actions taken to bring code violations into compliance.Interacts and coordinates with other department members to accomplish department goals and objectives.Interprets complex regulations for subordinate staff, other City departments and the public.Prepares and presents forms and evidence for prosecution of cases before boards and/or courts. Testifies in court and before various boards and special masters regarding code enforcement issues and obtains documentation to support the department's position.Confers with other departments on matters relating to zoning regulations and codes. Works with the City Attorney's Office to revise and create new ordinances.Supervises the preparation of written investigative reports of violations for presentation to various individuals, boards, etc. May conduct field investigations on difficult cases or in assistance to subordinates.Works with the Information Technology Department to manage the maintenance and updating of computer software to meet Code Enforcement's needs.Attends meetings with civic and homeowner groups as well as business organizations.May manage special projects at the request of the Development Services Director or support for the same.Performs other related tasks as required. Qualifications Bachelor's Degree in Engineering, Architecture, Planning, Construction Management, Business Administration, Public Administration, or a related field is preferred. Six (6) years of experience in municipal or county code enforcement, to include significant supervisory experience. F.A.C.E. Level 1 certification is required. Valid Florida Driver's License. A comparable amount of training or experience may be substituted for the minimum qualifications.HOLIDAYS: 15 days including 3 floating days.SICK LEAVE: 110 hours annually. ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year. BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations. HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions. POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
