Peters Township is actively seeking a dedicated individual to join our team as a Code Enforcement Officer/Building Inspector. This vital role involves a range of responsibilities including the administration and enforcement of the Township's zoning, subdivision, and land development ordinances, as well as property maintenance codes. The successful candidate will demonstrate a capacity for obtaining the necessary certifications to conduct building inspections. While not initially required, the selected individual will be expected to pursue and achieve all relevant certifications as part of their professional development within the Township. Daily responsibilities will encompass a variety of code enforcement tasks, in addition to supporting our building inspectors. If you are committed to public service and have a keen interest in building and zoning regulations, we encourage you to apply.GENERAL DESCRIPTION:Under the direction of the Planning Director, the Code Enforcement Officer/Building Inspector performs responsible work in the administration and enforcement of the Township's zoning ordinance, subdivision and land development ordinance, and property maintenance code. The Code Enforcement Officer assists the Township's Zoning Officer in performing their duties and upon completion of the necessary certifications, assists the Building Inspectors with administration of building code.SKILLS, DUTIES, AND RESPONSIBILITIES: REQUIRED SKILLS AND ABILITIES:Computer and Technology Skills:Working knowledge of Microsoft Office software including Word, Excel, PowerPoint and Outlook.Familiarity with Geographic Information Systems (GIS).Language Skills:Ability to read, and interpret documents such as safety rules, operating and maintenance instructions, procedure, and complex zoning ordinances.Ability to write routine reports and correspondence in a coherent and logical manner, using appropriate grammar and punctuation.Ability to speak effectively before groups of customers or employees of organization.Ability to examine and evaluate permit and building applications, interpret maps, site plans, and plats.Ability to express ideas effectively, both orally and in writing.Mathematical Skills:Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of geometry.Ability to correctly apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning Abilities:Ability to solve practical problems and deal with a variety of situations where only limited standardization exists.Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form and explain them to others in a clear understandable manner.Ability to assess problems, collect data, verify and establish facts, and draw valid conclusions.Physical Abilities:Constantly Incurred (More than 75% of time on job)Ability to sit for extended periods, Ability to communicate orally, Ability to hear conversation.Frequently Incurred (Between 25% - 75% of time on job)Ability to stand, Ability to walk.Occasionally Incurred (Less than 25% of time on job)Ability to lift and or carry loads estimated up to 25 lbs. Ability to drive an automobile.Other Skills and Abilities:Knowledge of the physical, social and economic structure of the Township, and of the legal concepts basic to building, property maintenance, and zoning regulations.Knowledge of planning law, the technique of enforcing and administering zoning and property code maintenance.Knowledge of zoning and subdivision and land development regulations.ESSENTIAL DUTIES AND RESPONSIBILITIES:Administration and enforcement of the Township's zoning ordinance, subdivision and land development ordinance, and Property Maintenance Code.Contacts property owners or contractors regarding conformance with Township regulations including drafting of enforcement letters and the filing of citations.Attends magisterial and court hearings as the Township's representative when necessary.Assists in the reviews applications for building permits for compliance with Township regulations and takes necessary action as warranted.Actively participates in developing a database of information to assist in enforcement of planning, zoning and other department responsibilities.Initiates and issues written notifications to property owners when required and follows up as warranted to assure correction and compliance.Acts as a resource and provides information to the general public on property maintenance and zoning.Attends Zoning Hearing Board meetings as required.Maintains a filed record of all non-conforming uses and signs and notifies the owners of such non-conformity and keeps it as a public record and to assure correction and compliance.Performs other essential duties as assigned or required.NON- ESSENTIAL DUTIES AND RESPONSIBILITIES:Provides support and assistance to the Planning Director as needed or assignedPerforms special projects for the Planning Department and other departments as directed by thePlanning Director or Township Manager.Provides support and assistance to the Zoning Officer as needed.Provides support and assistance to the Building Inspector as needed.Provides support to the Zoning OfficerOther non-essential duties as assigned or required.REQUIRED QUALIFICATIONS: Education and Experience:Bachelor degree from a four-year college or university or Associates degree orHigh School diploma with at least two years of relevant experience in zoning and property maintenance enforcement.Licenses/Certification:Possesses and maintains a valid Pennsylvania driver's licenseSUPERVISION FROM THE FOLLOWING:This position typically receives supervision from the Planning Director.SUPERVISION TO THE FOLLOWING:This position typically does not give supervision to others.WORK Environment:While performing the duties of this job, the Code Enforcement Officer works in a routine office setting and may be seated for extended periods of time. The employee is frequently required to drive to and examine outdoor sites thus being exposed to outside weather conditions and often navigating rough terrain. The employee may occasionally visit and inspect sites and facilities that are accessible only via stairways.This position typically works 35 hours per week, Monday-Friday; 8:30am-4:30pm.
