Work includes supervising maintenance and repair of sewer lines, pumping stations, and unstopping sewer lines. Work also includes planning work projects based on service extension needs, maintenance, and emergency needs; coordinating work with contracts; assigning crews to projects; inspecting work; and answering and resolving public complaints. Work also involves requesting and acquiring necessary resources for projects, and supervisory responsibility for crew efficiency, quality, and safety. Work requires technical and administrative skills. The employee participates in hiring and is responsible for training, work assignments, safety, performance coaching, and evaluation of staff. Work subjects the employee to environmental conditions, extreme temperatures, construction noise, and hazards. Workaround raw sewage may be subject to OSHA's blood-borne pathogen standards. Serves as the Backup Operator Responsible in Charge of the collection system. Work is performed under the general supervision of the Sewer Collection System Supervisor and is evaluated based on the adherence to schedule and design standards of the work inspected and supervised, cost-effectiveness, public acceptance, and accuracy of records. The employee is also subject to call-back and will be expected to perform on-call duties as directed to respond to water leaks, sewer clogs, and other similar customer service issues. Essential Duties and Tasks
  • Assists in coordinating, supervising, and participating in the preventative maintenance, repair, and replacement of wastewater collection systems and related appurtenances.
  • Assists in coordinating, supervising, and participating in the condition assessment of the Town's wastewater collections systems.
  • Works independently, departmentally, and interdepartmentally, to ensure the success of Town wastewater collection systems.
  • Serves as Backup Operator in Responsible Charge of the wastewater collections system and maintains necessary records and submits necessary reports.
  • Assists, supervises, and participates in the maintenance of mains, mowing of easements, and pump station maintenance and repair including the application of electrical, plumbing, mechanical, and some electronic trades.
  • Operates a variety of medium to heavy construction equipment and power tools.
  • Assists in preparing the division's budget request; orders equipment, parts, materials, and supplies; ensures adequate inventory available for needs.
  • Assists in scheduling hydrant flushing, hydrant and valve exercising, and other preventative and maintenance needs.
  • Participates in staff hiring; ensures the safety of staff; performs training, performance coaching, and evaluation; makes work assignments and ensures quality work; establishes an atmosphere of performance excellence and employee engagement.
  • Inspects work in progress for adherence to design, schedule, materials, and standards, and for design practicality; maintains a daily log of conversations, construction progress, observations of work and materials, and other relevant project information.
  • Maintains inventory records; prepares records and reports of division activities.
  • Meets with customers or handles customer phone calls related to leaks, new installations, etc.
  • Assisting other divisions and departments, including distribution system maintenance and repair.
  • Operates, maintains, troubleshoots, and repairs equipment.
  • Assists in the mitigation of inflow and infiltration problems; identifies, recommends remediation strategies, and implements approved programs.
  • Assists with planning, coordinating, and overseeing contracted work, including main construction, lift station replacement, and SCADA and PLC system installation and repair.
  • Works with a variety of asset management and specialized software for entering, storing, and retrieving information about Town utility lines.
  • Establishes and maintains GIS-based utility infrastructure as needed in the field.
  • Operates various types of heavy equipment, including backhoes, front-end loaders, dump trucks, flatbed trucks, excavators, combo trucks, forklifts, etc.
  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Uses various pneumatic, gas, or electric power tools, including compressors, jackhammers, tapping machines, boring machines, tamps, concrete saws, drills, etc.
  • Assists Town collections and distribution crews, in the maintenance and repair of utility lines.
  • Supervises, coaches, and trains employees in job safety, traffic control, and all equipment operations.
  • Assists other departments and agencies as needed and performs other related duties as assigned.

Knowledge, Skills, and Abilities
  • Knowledge of effective supervisory principles and practices, including leadership, motivation, conflict resolution, performance coaching, and evaluation.
  • Knowledge of the tools, materials, and methods used to maintain and repair wastewater collection infrastructure and associated appurtenances.
  • Thorough knowledge of construction practices, techniques, materials, and equipment relating to wastewater line and pump station operation, maintenance and repair, and other related work.
  • Considerable knowledge of the regulatory requirements, chemical principles, field analysis, and methods and protocols necessary to maintain the collections system.
  • Some knowledge of related engineering practices, specifications, and standards.
  • Some knowledge of the Town's purchasing, budgeting, and personnel policies and procedures.
  • Considerable knowledge of the safety hazards and related precautions necessary in the work.
  • Knowledge of the application of information technology to division work.
  • Skill in customer service excellence and collaborative conflict resolution.
  • Ability to read and interpret plans, specifications, and blueprints and to compare them with various aspects of construction in progress. With the ability to detect errors in construction materials and projects.
  • Ability to establish effective working relationships with engineers, contractors, construction workers, Town management and staff, employees, and the general public.
  • Ability to effect satisfactory compliance with specifications and standards.
  • Ability to establish and maintain accurate records and submit accurate reports.
  • Knowledge of the operational and preventative maintenance requirements for light and heavy-duty construction equipment, and vehicles, and using basic hand tools assigned to perform primary duties.
  • Knowledge of the occupational hazards and proper safety precautions associated with working around raw sewage, operating heavy construction equipment, and working around traffic.
  • Skill in the advanced use of computers and various software applications, including the Town's GIS-based computer programs and mapping functions related to the water distribution system.
  • Ability to work in a team and independently and use sound judgment.
  • Ability to learn and operate asset management software.
  • Ability to develop step-by-step plans to narrow alternatives and to find the source of problems.
  • Ability to deal courteously and tactfully with Town personnel, contractors, and the public.
  • Ability to read utility line maps and operation and service manuals and to understand and follow oral and written instructions.
Requirements Physical Requirements
  • Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.
  • Must be able to perform light work exerting up to 50 pounds of force occasionally; and/or up to 10 pounds of force frequently or constantly to move objects. The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to hazards, including loud noises, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, dust, mists, gases, and oils.
  • Duties may also expose the employee to human body fluids and thus the work is subject to the OSHA requirements on blood-borne pathogens. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions.
  • Use of safe work practices with equipment, avoidance of trips and falls, observance of fire regulations, and traffic signals are required. Employees will be required to wear other appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shields.
Education and Experience
  • Graduation from high school and a minimum of 5-years' experience in construction and maintenance of utility lines; or an equivalent combination of education and experience.
Special Requirement
  • Possess a valid North Carolina Class-A Commercial driver's license with tanker endorsement OR the ability to obtain a North Carolina Class-A Commercial driver's license with tanker endorsement within 6 months of hire date.
  • Must have a NC Grade IV Sewer Collection Operator Certification. (REQUIRED)
