Therefore, we encourage individuals from all backgrounds, perspectives, and experiences to consider employment with the City of Janesville and serve the residents of Wisconsin's Park Place .OBJECTIVE:Under general supervision of the Building Director, this position performs a variety of professional commercial, industrial, residential building and safety inspections of new and existing properties to ensure compliance with federal regulations, state statutes, City codes and ordinances. RELATIONSHIPS: Reports to: Building Director.Has no regular supervisory duties. Has work contact with elected and appointed City officials, City Department, Division, and Office Heads, City employees, contractors, consultants, developers, architects, designers, homeowners, and general public.   • Performs scheduled and unscheduled site inspections in all public and private buildings to ensure compliance with Wisconsin's adopted Commercial and 1 & 2 Family Building Codes; maintains records of inspections and instructions issued pursuant to department policies and procedures; issues and follow-ups on Orders to Correct to ensure compliance with federal regulations, state statutes, and City codes and ordinances.
  • Consults with, and provides information to, third party plan reviewers, architects, contractors, subcontractors, homeowners, and other interested individuals concerning code requirements and alternatives, approved materials, methods of building construction, and City policies and procedures; resolves complaints and problems.
  • Coordinates building plans, specifications, and other construction documents submitted to the Building Division or third-party designated entities for approval to verify the design is compliant with federal regulations, state statutes, City codes and ordinances, and other requirements.
  • Reviews and issues building permits to building contractors and homeowners.
  • Maintains current knowledge of federal, state, and local technology, methods, materials, requirements, and standards as they relate to building construction and installation; recommends appropriate amendments and policies to the Building Director.
  • Inspects residential dwellings and commercial buildings after fires to assess damage and ensure safety of structure.
  • Inspects buildings and related construction, electrical and HVAC systems to ensure they are constructed and installed in compliance with Wisconsin adopted codes, state statutes, manufacturer standards and City of Janesville municipal ordinances.
  • Investigates complaints to determine if building or mechanical deficiencies exist that require issuing directives to ensure safe buildings.
  • Documents and maintains accurate, electronic records of inspections, actions taken, and regulatory efforts; prepares written reports and correspondence and issues notices to correct code violations.
  • Collects and maintains documentary evidence in regard to non-compliant cases for use in court; testifies in court as required.
  • Coordinates code enforcement issues with other City Departments, Divisions, and Offices, County, and State agencies.
  • Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
  • Performs other special projects and other job duties as assigned or required during regular and non-business hours.
  • All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.
  • Minimum Position Requirements/Qualifications Minimum education and experience required to perform essential duties of the position.Education and Experience
  • Graduation from an accredited college or university with an associate degree in construction or completion of an apprenticeship program.
  • Minimum of five (5) years of experience in building construction work or inspection service.
  • Possession Wisconsin certification for UDC Construction Inspector and Commercial Building Inspector or ability to obtain with one year.
  • A valid, state-issued driver's license at time of hire is required.
  • OTHER QUALIFICATIONSThe qualifications listed below are preferred, but not required to perform the essential duties of the position. The absence of these qualifications on a candidate's application does not preclude them from consideration.
  • UDC Electrical Inspector certificate preferred.
  • UDC HVAC Inspector certificate preferred.
  • Soil Erosion Inspector certificate preferred.
  • A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.   • Ability to uniformly enforce building regulations and codes with firmness and tact, and in accordance with federal, state, and local regulations and to obtain conformance with same.
  • Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the City Manager and City Council.

  • Supplemental InformationEQUIPMENT, INSTRUMENTS OR MACHINES:Machinery and equipment including personal computers, printers and other standardized and specialized office equipment, 10-key calculator, telephones, fax machines, printers, copiers, and scanners. Other equipment includes non-powered hand tools, ladders, two-way radio, municipal vehicle, general office equipment, cellular communications equipment, and may occasionally use light mechanical equipment. PHYSICAL FACTORS:The physical demands described here are representative of those that must be met by any an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee regularly works in an office setting or an outdoor environment. While outdoors, the employee may occasionally work in inclement weather and be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions. The employee regularly walks over uneven terrain, such as construction sites; in close proximity to heavy construction equipment and trucks. The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, dust, and vibration. On occasion, the employee is exposed to situations which could involve an element of personal risk, requiring compliance with necessary safety procedures. The noise level in the work environment is generally quiet to moderately noisy; however, exposure to loud noises while out in the field may occur. This position frequently walks, stands, stoops, kneels, crouches, crawls, and exerts up to 50 pounds of force by lifting, carrying, pushing, or pulling objects. The employee is frequently required to see/observe, talk/speak, and listen/hear; use their hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand, and eye movements are included. There is frequent twisting, reaching, wrist turning and grasping. The employee may be required to climb or balance climb ladders and work at elevated heights.
