Description

Note: Individuals possessing a current and active Professional Engineer license may receive additional compensation depending on qualifications.

POSITION SUMMARY:

Under administrative direction, oversee personnel managing multi-modal traffic management operations. This includes, but is not limited to, coordinating temporary and special events traffic control, traffic sign fabrication, installation, and maintenance, traffic signal installation and maintenance, pavement markings, damage prevention; and various permit processes. Additionally, lead personnel in traffic engineering, overseeing traffic studies, zoning coordination, community mobility studies, pedestrian safety programs, design and construction management of signal and other transportation projects. Responsibilities extend to maintenance and capital planning, and service requests for traffic related matters. Lastly, directs personnel responsible for GIS activities related to division processes, asset management, and other GIS needs of the division and department.

ESSENTIAL JOB FUNCTIONS:

+ Sets the tone and direction of the Division of Traffic Management

+ Provides managerial direction for all operational activities related to the provision of Traffic Management.

+ Establishes goals, objectives, policies, procedures, rules and regulations in the Division of Traffic Management.

+ Evaluates progress to determine whether goals and objectives are being met.

+ Directs administrative, fiscal and personnel operations.

+ Develops, controls, and administers the budget of the division.

+ Keeps abreast of current developments and community needs and makes recommendations to the Director, Mayor and City Council on present and future projects.

+ Represents and acts as liaison for the City of Toledo with public and private agencies, civic groups, the news media and the general public on issues relating to divisional activities.

+ Coordinates news releases, reports, correspondence and other materials as required.

+ Hears employee complaints and grievances, makes adjustments, and/or recommends disposition of same.

+ Handles disciplinary hearings.

+ May suspend employees for major infractions pending a disciplinary hearing.

+ Participates in the interview process for potential employees and makes recommendations regarding appointments.

+ Reviews and approves personnel actions with the Division of Traffic Management.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

+ Basic surveying principles, practices, and terminology.

+ Instruments and equipment used in survey work preferred.

+ Operations, services, and activities of a traffic services program.

+ Principles of management, supervision, training, and performance evaluation.

+ Pertinent federal, state, and local laws, codes, and regulations.

+ City construction standards and electrical codes.

+ Labor management agreements.

Skill in:

+ Operating and setting up of survey instruments, tools, and hand-held data collection computer.

+ Reading and interpreting construction plans.

+ Use of current cadastral survey equipment, data recorders, and office software for data processing.

+ Strong leadership skills

+ Strong problem solving and conflict resolution skills

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

+ Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering.

+ Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state. Individuals without a State of Ohio Professional Engineer License must obtain an Ohio Professional Engineer License within one (1) year of hire date.

+ Five (5) years of responsible administrative/management experience in the Traffic/Transportation Engineering field implementing projects and supervising employees

OR

+ Graduation from an accredited college or university with a Bachelor's Degree in a technical or planning field

+ Seven (7) years of responsible administrative/management experience in the Traffic/Transportation field involving engineering or traffic systems (signals, signs, pavement markings) operations.

PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:

+ Registered Professional Engineer Preferred

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employees selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employees bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employees annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

Under the 401(k) plan, an employees retirement savings contributions are deducted from the employees paycheck before taxation. The City does not make contributions on the employees behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employees retirement savings contributions are deducted from the employees paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
