Overview This position works under the guidance of a Commissioning Agent III in leading foreman and construction crews at project sites such as Data Center facilities. Under limited supervision, coordinates intermediate activities associated with the installation and commissioning of substation equipment such as protection and control systems, transformers, circuit breakers, and all other similar equipment for which commissioning work is typically required. To be successful in this position you must have at least 5 years' experience working commissioning equipment and in-depth understanding of protection and control systems and substation equipment functional operation for transmission grid, distribution facilities, distributed generation, and large-scale generation interconnections. Ability to resolve issues and to develop solutions quickly to emergencies. In-depth knowledge and understanding of relevant state, Federal, industry, and company codes and standards related to the construction, installation, and testing of substation equipment. Familiar with the use and application of various test equipment and associated software systems. Maintains flexibility under changing demands while meeting critical due dates. Ability to multi-task and effectively manage time in a dynamic environment. Ability to read and comprehend complex instructions, correspondence, and memos, as well as effectively present information. Responsibilities Coordinates and oversees commissioning work performed by substation technicians, electricians, and contractors while serving as commissioning agent for all testing and commissioning functions. Validate appropriate safety barriers are set up as required while work is being performed on energized equipment. Conducts pre-work site inspections to ensure proper safety compliance requirements are in place prior to work commencing. Implement stop work status until issues are escalated to the owner and compliance can be met. Conducts end of project site inspection and collaborates in preparation of a punch list report and identifies corrective measures for the site owner inorder to turn over the building for operation. Collaborate in drawing reviews with engineers. Once approved by the engineer of record, submit final drawings to appropriate vendors for work to commence. Performs various administrative duties, to include but not limited to daily commisioning report, date entry into client required tracking systems/software, etc. Conducts investigation of commissioning problems, such as broken equipment, equipment failure. Provide subject matter expert diagnoses, and develop a plan to repairs errors. Identify if a stop work order is required in collaboration with the site owner. Tracks schedules and critical due dates to ensure vendors are meeting project milestones while ensuring Commissioning compliance. Review and confirm identified scope change and provide written notification for review and approval prior to work commencing. Review manufacturer start up scripts, confirm equipment test procedures have been completed and equipment is functioning appropriately. Manage Sequence of Operation (SOO) to ensure complex systems and equipment are functioning properly, such as but not limited to; distribution gear, chillers, generators. Ensure and verify commissioning and test procedures meet the requirements of ANSI/NETA ATS-2021 (Acceptance Testing Specifications) and ANSI/NETA ECS 2020 (Electrical Commissioning Specifications) Verify required material procurement and requisition needs. Must be available travel up to 80% of the time, as required by project site Other duties as assigned. Qualifications Minimum of High School or equivalent Has a minimum of 5 years' or more commissioning experience Demonstrates in depth understanding of protection and controls systems and substation equipment functional operation for transmission grid, distribution facilities, distributed generation, and large scale generation interconnections. Knowledge of hazards and safe work procedures associated with the assigned work including but not limited to Lockout/Tagout, Confined Spaces, Emergency Action Plans, Safe Work Permits, Incident Reporting and Hazcom procedures. Demonstrates working knowledge of the construction and operation of electrical equipment and installation therof and related safety protocol. Knowledge of the National Electric Code (NEC) and OSHA Electrical Safe Work Practices. Must meet the requirement for safe operation of climbing gear. Able to wear all required PPE for work and training operations including but not limited to climbing gear. Ability to read, comprehend and interpret electrical blueprints and schematics to ensure quality work of a construction crew. Ability to effectively present information to and respond to questions from various groups with wide ranging levels of technical understanding Ability to work in a physically demanding environment and at elevated heights. Must be able to lift up to 50 pounds. Advanced verbal and written communication skills with the ability to read and comprehend complex instructions, correspondence, and memos. Ability to write complex correspondence. Maintain OSHA 10 Training Certification Proficient computer operation and able to work with Adobe, MS Office suite. Ability to obtain an OSHA 30 certification. Ability to obtain a TWIC Card, when required for project site. Maintain valid driver's license. Compensation: Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
