Artemis is seeking a full-time, versatile Communications Associate with comprehensive experience supporting internal and external communications campaigns for the federal government. The Communications Associate will facilitate internal and external communications strategy development, planning and execution for the Department of Veterans Affairs (VA) Office of Information and Technology (OIT) Veteran Experience Services (VES) related to PACT Act Services. This individual must help ensure that the organizational strategy is clearly communicated and understood by both internal and external teams who execute the work to achieve outcomes. In addition, VES stakeholders across VA and in external governing bodies such as Congress require an understanding of the strategy, the impact and benefit of resulting IT priorities and investments across the VES Portfolio, and progress to outcomes addressing the key unmet needs of Veterans through IT innovation.

The Communications Associate role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in strategic communications and outreach. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position.

The position is remote.

• Quickly absorb the nuances of VA IT modernization (under Section 701(b) and other relevant sections of the PACT Act) and collaborate VES to craft effective messaging to support our PACT Act work.
• Develop and implement an internal and external communications strategy plan.
• Create a range of communications products including white papers, executive talking points, speeches, presentation materials, leave-behind materials, email campaigns, and graphics that are clear and concise.
• Create ad-hoc reports for Congress and other stakeholders.
• Develop bi-weekly progress reports and other regular status reports that highlight progress toward achieving contractual requirements.
• Generate persuasive presentations to detailed change management plans.

• 3 years of experience.
• Bachelors degree in related field (e.g. communications, marketing, business).
• Strategic thinker with a forward-looking approach to marketing trends and technologies.
• Strong problem-solving skills and the ability to think critically.
• Ability to manage competing deadlines.
• Experience supporting complex projects and transformation efforts within the federal government.
• Comfortability with supporting complex client relationships.
• Experience supporting complex communications projects and outreach marketing efforts within the federal government, preferably VHA.
• Experience planning and executing communications campaigns.
• Exceptional strategic communication abilities, including strong written, oral and listening skills.
• Excellent leadership skills.
• Ability to obtain and maintain a public trust clearance.
• Legal authorization to work in the U.S

The Department of Veterans Affairs (VA) Office of information Technology (OIT) Veteran Experience Services (VES) has a mission to help VA become the federal leader in Customer Experience (CX) through its ability to anticipate customers needs with measurement and data, and to respond to our customers problems with best-in-class product engineering. Within that framework, VES is embarking on two new initiatives: 1. a new organizational strategy to align VES portfolio strategy, execution, and outcomes to address key prioritized unmet Veteran needs; 2. Support of Promise to Address Comprehensive Toxics Act (PACT Act) of 2022, which provides Veterans additional benefits related to health conditions caused by exposure to burn pits, Agent Orange, and other toxic substances.
