Summary Statement
The Parks and Recreation team is seeking a Community Center Recreation Specialist to plan, coordinate, and lead out-of-school programming at school-based community centers. This role focuses on creating safe, inclusive, and educational experiences for youth of all ages and backgrounds. Responsibilities include overseeing facility operations, ensuring proper maintenance, and managing programs to meet community needs. Work is performed under general guidance, offering the opportunity to make a meaningful impact in a supportive environment.
Essential Functions
Provides oversight to programs by ordering equipment and supplies, supervising after school snack programs, and processing daily paperwork. Coordinates with school officials and maintenance staff to ensure safety and compliance with all rules and regulations. Develops procedures to ensure programs offered are consistent and safe. Assists after school feeding program at school based community centers. Trains staff, monitors serving sites, files paperwork, and updates any program regulations. Creates promotional materials, and utilizes social media outlets to assist with marketing and promotion of services.
Collaborates with school district officials, parents, community partners and staff to develop out of school educational and recreational programming for students. Collects feedback from students, parents, and staff to improve programs offered. Meets with parents to ensure needs are being met. Ensures the facility offers a high level of customer service. Answers phone calls, collects registrations, assists facility customers, and provides answers to the public. Represents the department at community boards and working groups to foster community partnerships with outside organizations and enhance current or create new programs.
Coordinates and develops programming for youth at the community centers as well as during off-site programming such as the Mobile Recreation Program. Builds partnerships with schools and organizations to engage youth in various projects and recreational outlets. Acts as a liaison to schools and community partners to promote and enhance programs for youth in neighboring schools and through the Mobile Recreation Program.
Responsible for day-to-day budget oversight. Forecasts independent program budgets. Makes program recommendations based upon need of service, enrollment and recovery.
Supervisory Responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in Parks and Recreation, Physical Education, Business Management, or related field and three years of experience supervising, developing, and managing youth and adult public recreation programs, or an equivalent combination of education and/or experience.
Functional knowledge of recreation management; general business office and telephone etiquette, equipment, and procedures; computer operations including contemporary and related software applications; record keeping and filing practices; general customer service techniques; budget preparation practices and procedures; community relations techniques and public contact programs.
Ability to develop and teach classes for all age groups; create, implement, and manage budgets; operate a computer with demonstrated proficiency using related database, word processing, and spreadsheet software applications at an appropriate level for efficient job performance; display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Five years of experience coordinating recreation programs, managing recreation facilities, and developing new recreation facilities for children, teens, and young adults in a governmental organization. Experience working with youth at risk, nutrition, and/or wellness program development; certification and/or degree in nutrition or kinesiology.
Licensing And Other Requirements
Valid state-issued driver's license.
Ability to obtain CPR and First Aid certification through the City of Boise or equivalent certifying institution within six months of employment.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures and in wet and humid conditions. Employees will also drive a vehicle as part of this position. Work includes protected exposure to bodily fluids.
