These include Medical, Dental, Vision, Retirement, paid holidays, Flexible Spending Account Plans, 457 Plans, Life Insurance , and others.DescriptionIncumbent serves as Case Manager for Vigo County Community Corrections, responsible for supervising offenders assigned to Community Corrections programs.Examples of Duties
  • Supervises caseload of offenders who are court-ordered to participate in Community Corrections programs. Performs intake procedures, including interviewing and screening participants and completing necessary paperwork.
  • Conducts offender risk/needs assessments and develops individualized treatment plans for program participants. Conducts orientation sessions with program participants, explaining expectations, requirements, and guidelines. Closely monitors offender compliance with program guidelines and treatment plans.
  • Maintains case files, compiles and analyzes data, and prepares and provides case, progress, and statistical reports.
  • Maintains face-to-face contact with participants on a weekly basis and facilitates regular visits at offenders' homes, places of employment, or through on-site check-ins, evaluating living conditions and involving family members in treatment process.
  • Searches participants for contraband according to prescribed procedures and administers probable cause and/or random drug screens as applicable.
  • Serves as liaison and establishes cooperative work relationships with community agencies/organizations involved in managing the behavior of offenders. Assists offenders in transitioning into the community following successful completion of court-ordered programs and provides information and referrals as necessary.
  • Serves as liaison with employers of offenders and with Courts and Probation departments in order to provide information and assistance and resolve problems with offenders.
  • Compiles and prepares reports and summaries of activities of program participants for Courts and Department superiors, and updates individual files for each client as required. Conducts exit interviews and completes discharge summaries upon successful completion of court-ordered programs and provides necessary follow-up.
  • Prepares non-compliance conduct reports and forwards to Community Advisory Board (CAB) Screening Officer. Acts as Hearing Officer for the Conduct Adjustment Hearing Board as necessary.
  • Prepares and files petitions with the Court for non-compliance with program conditions. Testifies in court to address client compliance or non-compliance issues.
  • Installs and maintains electronic monitoring equipment, initiating repairs as needed.
  • Monitors program fees/payments, ensuring accounts are up to date and participating in the collection process.
  • Responds to telephone calls/emails, providing information and assistance, documenting all calls/correspondence, and forwarding pertinent information to proper individual or department.
  • Reviews Jail list on a daily basis for client arrests, preparing and forwarding status to the Court and documenting arrest in Case Management system.
  • Prepares revocations and DOC warrants in a timely manner and follows up to ensure processing by appropriate agencies.
  • Maintains current knowledge of rules, regulations, and laws concerning Community Corrections operations and ensures program is compliant with established guidelines.
  • Attends staff meetings to discuss caseloads, consult on unusual cases/problems, review and resolve conflicts, and share professional information.
  • Maintains client records and information in hard copy files and Case Management database and maintains confidentiality and security of client information.
  • Completes professional development workshops, training, and education as required.
  • Assumes duties of other component personnel as needed and fulfills all lawful directives as per the Executive Director.
  • Occasionally responds to emergencies on a 24-hour basis. Performs related duties as assigned.
Typical Qualifications
  • Bachelor's degree from an accredited college or university in criminal justice, social and/or behavioral sciences or related field.
  • Must be at least 21 years of age.
  • Possession of or ability to obtain required certifications and training, including, but not limited to, Indiana Risk Assessment System certification. Stressful completion of motivational interviewing techniques, strategic directives, and all other recommended training as required by the Department.
  • Thorough knowledge of standard policies and practices of Vigo County Community Corrections operations and ability to accurately complete required reports, make recommendations to the Court, and apply and adapt procedures as cases demand.
  • Complete knowledge of programs and services available to clients from government, social, and private agencies, and ability to make referrals and assist clients with programs as needed.
  • Considerable knowledge of community geography and ability to effectively monitor and/or locate offenders, verify and document compliance with program requirements, and take appropriate action in response to violations.
  • Knowledge of standard filing systems and ability to create and maintain Department files.
  • Working knowledge of universal health precautions and bloodborne pathogens control, and ability to apply such knowledge to protect oneself against infection.
  • Working knowledge of standard office procedures and department computer programs, and ability to such knowledge to a variety of interrelated processes, tasks, and operations.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports within established deadlines.
  • Ability to properly operate standard office equipment, including, but not limited to, computer, calculator, copy machine, telephone, electronic monitoring equipment, fax machine, scanner and shredder.
  • Ability to effectively interview individuals, assess skills/abilities, coordinate schedules, and assist individuals in obtaining gainful employment.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, law enforcement agencies, Courts, treatment providers, employers, offenders, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
  • Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.

  • Ability to compile, compare, measure, analyze and evaluate data, and make determinations based on data analysis.

Supplemental InformationIncumbent performs duties according to a flexible, customary routine with work priorities and schedules primarily determined by supervisor. Assignments are guided by broad policies and/or general objectives with incumbent referring to supervisor for unusual or unprecedented situations, such as policy interpretations, unclear legal codes, or problems with program participants. Incumbent receives general supervision and has a high degree of flexibility in the job. On rare occasions, decisions are made in the absence of specific policies and/or guidance from supervisor. Errors in work are primarily detected or prevented through procedural safeguards and supervisory review. Undetected errors could result in loss of time to correct error and/or endangerment to self or others.Incumbent maintains frequent contact with co-workers, other County departments, law enforcement agencies, Courts, treatment providers, employers, offenders, and the public for purposes of exchanging/explaining/verifying information, maintaining cooperative work relationships, and resolving problems.Incumbent reports directly to Deputy Director of Operations.Incumbent performs duties in a standard office environment within a confinement center, involving sitting/walking at will, close/far vision, depth perception, speaking clearly, hearing sounds/communication, handling/grasping/fingering objects, and keyboarding. Incumbent maintains considerable contact with offenders and may be exposed to irate/hostile individuals. Universal health/safety precautions must be followed at all times to avoid contamination, infection, and/or injury to self and others.Incumbent occasionally works extended hours and/or evenings, and occasionally travels out of town for training, sometimes overnight.
